India Ramps Up Army’s Counter-Terrorism Capabilities

In a decisive push to boost the Indian Army’s effectiveness in counter-terrorism operations, the Ministry of Defence has concluded 13 high-priority contracts under the Emergency Procurement (EP) mechanism—collectively worth ₹1,981.90 crore.

The deals were fast-tracked under a special ₹2,000 crore allocation dedicated to urgent military needs, with the goal of swiftly enhancing the Army’s operational edge. The acquisitions aim to improve battlefield awareness, protection, mobility, and firepower for troops operating in high-risk, terrorism-prone environments.

Among the key systems being inducted are Integrated Drone Detection and Interdiction Systems (IDDIS), Low Level Lightweight Radars (LLLR), and Very Short Range Air Defence Systems (VSHORADS), including launchers and missiles. Other major additions include Remotely Piloted Aerial Vehicles (RPAVs), Loitering Munitions with Vertical Take-Off and Landing (VTOL) capability, and various categories of drones tailored for frontline use.

Ground forces will also benefit from upgraded personal protection and mobility platforms such as Bullet Proof Jackets, Ballistic Helmets, Quick Reaction Fighting Vehicles (both heavy and medium variants), and advanced night sights for rifles.

What sets this procurement apart is not just the urgency, but the clear preference for indigenous systems. The Ministry emphasized that all equipment acquired under the EP window is fully Indian-made, underlining the government’s commitment to self-reliance in defence production.

The Emergency Procurement mechanism has emerged as a vital tool for plugging critical capability gaps in real time—bypassing conventional delays in acquisition and ensuring that troops are armed with the technology they need, when they need it.

This latest round of acquisitions signals a continuing shift towards agile, high-impact procurement models in India’s defence planning, particularly in asymmetric warfare domains like counter-terrorism.
