The global defense landscape is witnessing a significant shift as US President Donald Trump formalises his Board of Peace (BoP). This initiative, launched at the World Economic Forum in Davos on 22 January 2026, aims to establish a parallel diplomatic structure to the United Nations. For the Association of Southeast Asian Nations (ASEAN), the proposal presents a complex choice between strategic proximity to Washington and maintaining traditional non-alignment. The board functions as a high-level oversight body for global stability, starting with the Gaza Peace Plan, but its influence is expected to expand into the Indo-Pacific region.
ASEAN member states have adopted varied positions regarding the BoP, reflecting their unique security priorities and economic ties. Indonesia and Vietnam were among the first in the region to accept invitations, viewing the board as a platform to enhance their international standing. On 19 February 2026, Indonesia pledged to contribute to a 20,000-strong International Stabilisation Force under the BoP framework. Cambodia has also confirmed its participation, with Prime Minister Hun Manet citing a commitment to global peace following a meeting with US Indo-Pacific Command officials. In contrast, Malaysia and Singapore remain more cautious, weighing the implications of a mandatory US$1 billion (approximately £770 million) fee for permanent membership.
According to reports from Channel News Asia and the Jakarta Globe, individual state decisions are heavily influenced by transactional diplomacy. Analysts at the ISEAS-Yusof Ishak Institute suggest that for countries like Vietnam, participation may be linked to broader economic incentives, including major US real estate and infrastructure projects. The official charter of the Board of Peace allows members to withdraw with immediate effect, providing a degree of flexibility that some regional leaders find appealing. However, the requirement for significant financial contributions remains a primary deterrent for smaller economies within the bloc.
Malaysian Foreign Minister Datuk Seri Mohamad Hasan clarified the national stance during a session in the Dewan Negara on 26 February 2026. He stated that while Malaysia remains committed to humanitarian efforts in Gaza, the country has not joined the Board of Peace. The minister stressed that Malaysia prefers to operate through its own Humanitarian Trust Fund for the People of Palestine (AAKRP) to ensure transparency and direct oversight. He had previously cautioned the Cabinet that the initiative sits outside the United Nations framework, warning that Malaysia must avoid being trapped in a diplomatic structure that lacks broad international consensus or clear guarantees for Palestinian sovereignty.
The diversity of opinion is evident in recent official statements from across the region. Prime Minister Hun Manet stated, "Cambodia will join the body, an act that demonstrates Cambodia's goodwill and commitment to global peace." Conversely, Malaysian Prime Minister Anwar Ibrahim expressed skepticism in parliament, noting that the board has yet to clarify its objectives regarding long-term reconstruction. From the Indonesian perspective, Foreign Ministry spokesperson Yvonne Mewengkang described participation as a "strategic and constructive step to strengthen international efforts to halt violence and protect civilians." These voices highlight the tension between regional solidarity and individual national interests.
The emergence of the BoP is set to redefine security cooperation in the Asia Pacific, particularly concerning maritime disputes. While the board currently focuses on Middle Eastern stability, its structure allows for rapid pivots to other theatres like the South China Sea. Defense contractors and aerospace firms are monitoring these developments closely, as the BoP could facilitate new multilateral procurement and training frameworks outside of existing UN or ASEAN-led channels. The emphasis on an International Stabilisation Force suggests a growing demand for rapid-deployment capabilities and interoperable defense systems among participating ASEAN members.
