The global aerospace sector has received a significant boost as Boeing enters the new year with a landmark agreement to modernise the Israeli Air Force (IAF). The United States Department of Defense has officially awarded a ceiling contract valued at US$8.58 billion (approximately £6.77 billion) to the American aerospace giant for the production and delivery of 25 F-15IA multi-role fighter jets. This contract represents a definitive step in Israel’s long-term strategy to maintain aerial superiority, providing a high-payload, long-range complement to its existing fleet of fifth-generation stealth aircraft.
The agreement, structured under the Foreign Military Sales (FMS) framework, includes the design, integration, instrumentation, testing, and production of the new aircraft, which are specifically tailored variants of the F-15EX Eagle II. Beyond the initial 25 jets, the contract includes an option for a further 25 aircraft, which could potentially double the fleet size. Work is slated to take place at Boeing’s St. Louis facility in Missouri, with a scheduled completion date of 31 December 2035.
This development follows an initial procurement announcement by the Israeli Ministry of Defence in November 2024, which originally valued the deal at approximately US$5.2 billion (approx. £4.11 billion). The subsequent increase in the contract ceiling, as detailed in reports from Fox Business and official US Department of War contract bulletins, reflects the comprehensive nature of the integration of indigenous Israeli technologies and the inclusion of long-term sustainment options.
The F-15IA—standing for Israel Advanced—is engineered to meet the specific operational requirements of the IAF, which prioritises deep-strike capabilities and massive ordnance carriage. While the F-35I Adir provides the stealth necessary for initial penetration of contested airspace, the F-15IA serves as the "heavy lifter," capable of carrying up to 13,300 kg (29,500 lbs) of munitions. This includes the ability to deploy large-scale stand-off weapons and potential hypersonic missiles that are too large for internal stealth bays.
Industry analysts suggest that the IAF’s commitment to the F-15 platform underscores a broader trend in global defence procurement: the "hi-lo" mix. By pairing stealth technology with the revised fourth-generation power of the F-15IA, air forces can achieve a balance of invisibility and overwhelming firepower. The Israeli variant will reportedly feature an advanced electronic warfare suite, a digital cockpit with a large-area display, and integration with Israeli-made sensors and weaponry, ensuring the platform remains viable against evolving regional threats.
The finalisation of the Israeli contract is being closely watched by defence ministries across the Asia-Pacific, a region currently undergoing its own "F-15 renaissance". The success of the F-15IA and its parent F-15EX program serves as a critical benchmark for several nations in the Indo-Pacific that are seeking to upgrade their legacy fleets or acquire new heavy-fighter capabilities to counter regional volatility.
In Indonesia, Boeing has already signed a Memorandum of Understanding for the sale of up to 24 F-15EX aircraft. The Indonesian government is currently navigating the financial and industrial offset requirements, with Boeing pledging to involve local industry in up to 85 per cent of the support requirements. Similarly, Japan and South Korea are actively engaged in multi-billion dollar modernisation programmes for their existing F-15J and F-15K fleets, integrating many of the same radar and mission computer upgrades found in the Israeli F-15IA.
The delivery of the first IAF F-15IA jets is expected to begin in 2031, with a production rate of approximately four to six aircraft per year. This timeline allows for the phased retirement of Israel’s ageing F-15A/B/C/D models, some of which have been in service since the late 1970s. For the global aerospace industry, the decade-long production run provides a stable backlog for Boeing’s fighter division and its vast network of international subcontractors.
As tensions in both the Middle East and the South China Sea continue to drive demand for long-range power projection, the F-15 platform has secured its position as a cornerstone of Western-aligned air power. The US$8.6 billion (approx. £6.79 billion) commitment from Israel not only secures the IAF’s qualitative edge but also reinforces the F-15EX lineage as a premier choice for Asia-Pacific nations looking to bolster their own territorial defence and maritime security.
