PT Dahana has signed a Memorandum of Understanding (MoU) with Rheinmetall Denel Munition (RDM) of South Africa for the development of an energetic materials production facility in Indonesia. The signing took place during the Indonesia–Africa CEO Forum 2025 at the Saxon Hotel in Johannesburg, South Africa, on 21 November 2025.
PT Dahana President Director Hary Irmawan said the cooperation is intended to strengthen the domestic defence industry and reduce dependence on foreign supply chains for energetic materials.
“The high reliance on imports has weakened the competitiveness and independence of our defence equipment. Through collaboration with RDM, we are not only building a factory, but also ensuring that strategic materials remain under national control,” Hary said during the event.
The MoU aims to establish an energetic materials production facility in Indonesia, addressing the country’s limited domestic capability. Energetic materials are key components in the manufacture of defence equipment for the Indonesian National Armed Forces (TNI), the National Police (Polri), and other agencies, particularly as inputs for large-calibre munitions and warhead fillings. Dahana notes that limited domestic production capacity has meant these needs are largely met through imports.
The planned facility is expected to have dual-use applications. In addition to defence, it will also supply commercial explosives for the mining sector, supporting both the defence industry and broader economic activity.
Under the cooperation framework, RDM South Africa will act as technology provider and has committed to transfer technology to Indonesia. The facility is planned to be built at Dahana’s Energetic Material Center (EMC) in Subang, West Java.
Hary said the project is part of Dahana’s longer-term plan to build enduring capabilities in the defence sector, particularly in energetic materials production.
“With this factory, we aim not only for independence, but also to compete on the global defence industry stage. This is Dahana’s dedication to safeguarding the sovereignty of the Republic of Indonesia through real self-reliance in defence equipment,” Hary said.
Dahana currently operates nitroglycerine and ammonium nitrate plants and is developing a propellant plant. The addition of the new facility is expected to expand the company’s overall explosives production capacity in Indonesia and strengthen its position in the ASEAN region.
