Central to this strategy is Spain’s Navantia S-80 Plus, featuring Bio-Ethanol Stealth Technology (BEST) for extended air-independent propulsion. Egypt is currently evaluating the platform—following a technical visit by the Isaac Peral to Alexandria—to secure technology transfer for local sustainment. This pivot mirrors "porcupine" strategies observed in the Asia Pacific, where middle powers like Singapore and Indonesia increasingly deploy subsurface and autonomous assets to counter superior surface fleets in contested waters.
According to Global Tenders and other outlets, the roadmap emphasizes self-reliance through the Ministry of Military Production’s domestic USV initiatives. These platforms offer a cost-effective alternative to frigates, which can exceed US$600 million. By integrating networked autonomous nodes with conventional submarines, Cairo aims to establish a high-tech "sensor-to-shooter" environment to secure the Suez Canal and Red Sea corridors.
This modernization signals a broader global trend in which regional powers demand industrial localisation over off-the-shelf purchases.
