ELT Group and D-Orbit have signed a strategic cooperation framework aimed at expanding collaboration in the space sector, with activities aligned to Saudi Arabia’s Vision 2030 industrial and technology objectives.
The agreement, formalised in Riyadh on 10 February and sponsored by the Saudi Ministry of Investment, sets out a structure for the two companies to jointly explore business and capability development opportunities in the Kingdom. A representative of the Minister attended the signing ceremony.
ELT Group, known for its work in electronic warfare and spectrum monitoring systems, and D-Orbit, which specialises in space logistics and in-orbit services, will focus on areas including radio frequency spectrum monitoring, cyber capabilities, satellite platforms and orbital services.
The cooperation is intended to support the development of domestic space capabilities while aligning with Saudi policies on localisation and industrial growth. Both companies operate Saudi entities — Elettronica for Industry LLC and D-Orbit Saudi LLC — which are expected to play a role in any future projects stemming from the framework.
Enzo Benigni, Chairman and CEO of ELT Group, said the space domain is increasingly central to information and data security. “The collaboration with D-Orbit allows us to accelerate this path by integrating our advanced capabilities in electromagnetic spectrum analysis and cyber intelligence with next-generation orbital platforms,” he said.
Luca Rossettini, CEO of D-Orbit Group, described space as a strategic domain for national resilience and technological sovereignty. He said the cooperation brings together sensing, spectrum awareness, cyber and orbital infrastructure capabilities to support secure communications and situational awareness.
A key component of the framework is the exploration of local manufacturing, technology transfer and the development of domestic industrial competencies. The companies said foreign direct investment tied to manufacturing capacity and knowledge sharing could support Saudi Arabia’s ambition to strengthen its position in the global space market.
The agreement does not specify immediate contracts or programmes but establishes a basis for potential joint initiatives in line with national priorities.
