HAVELSAN and MIVSB Launch AI Ecosystem at DSA 2026
The strategic landscape of Southeast Asian deep-tech witnessed a significant shift this week as Turkish defence giant HAVELSAN and Malaysia’s MIMOS International Venture Sdn Bhd (MIVSB) formalised a major technological partnership. Announced on 22 April 2026, the two entities entered into a comprehensive Teaming Agreement during the Defence Services Asia (DSA) 2026 exhibition in Kuala Lumpur. This collaboration targets the co-development of a national ecosystem dedicated to localised foundational artificial intelligence, marking a high-water mark for bilateral industrial ties. By merging Turkish expertise in software-intensive systems with Malaysian deep-tech innovation, the agreement seeks to establish a resilient digital infrastructure capable of addressing complex operational needs across the Asia-Pacific region.
The initiative serves as a cornerstone for Malaysia’s broader ambition to transition into a high-income Digital Nation. Managed under the Ministry of Science, Technology and Innovation (MOSTI), the project intends to position the country as a regional leader in frontier technologies. The partnership specifically focuses on creating scalable and interoperable technology ecosystems that can be applied to diverse sectors, including national security, smart infrastructure, and telecommunications. This move is expected to enhance Malaysia’s domestic capabilities while providing HAVELSAN with a deeper, locally anchored presence within the competitive Southeast Asian market.
According to an official press release issued by HAVELSAN on 22 April 2026, the partnership represents a milestone in globalising Malaysian innovation. Mohamad Azriani Abd Aziz, the Managing Director of MIVSB, stated that the integration of field-proven technologies would ensure the country remains at the forefront of the global digital economy. Dr. Mehmet Akif Nacar, CEO of HAVELSAN, further noted that Malaysia is a strategically vital partner for the company in the Asia-Pacific. He emphasised that the agreement goes beyond mere collaboration, aiming instead to co-build digital capabilities that respond to real-world operational requirements through sustainable and locally adaptive solutions.
The technical scope of the agreement focuses heavily on the development of software-intensive systems and integrated operational architectures. This focus aligns with HAVELSAN’s established role as a leading technology provider for the Turkish Armed Forces Foundation, where it specialises in defense and information technology. By localising these advanced AI capabilities, Malaysia aims to reduce its reliance on off-the-shelf foreign technology, thereby strengthening its digital sovereignty. This approach is particularly relevant given the increasing complexity of cybersecurity and national security threats within the South China Sea and the wider Indo-Pacific maritime corridor.
The timing of the signing at DSA 2026 reflects a deepening of the strategic relationship between Ankara and Kuala Lumpur. As Malaysia seeks to diversify its defence and technology procurement, Turkish aerospace and defence firms have become increasingly prominent partners. This latest venture via MIVSB, which serves as the commercialisation arm for the national applied research and development centre, MIMOS Berhad, provides a structured pathway for technology transfer. The collaborative model ensures that the resulting AI ecosystem is not merely imported but is jointly developed to meet specific local and regional environmental conditions.
Beyond immediate defence applications, the foundational AI ecosystem is designed to permeate civil sectors, including smart city infrastructure and telecommunications. This multifaceted utility supports the long-term strategic expansion goals of both organisations within the Asia-Pacific. By establishing a regional hub for advanced technologies, the partnership creates a sustainable industrial framework that encourages further investment in deep-tech sectors. This development signals a shift toward more collaborative, co-creation models in the region, moving away from traditional buyer-seller relationships in the high-technology market.
