The strategic landscape of Southeast Asia is witnessing a significant shift as India and Malaysia move to institutionalise a more robust aerospace and defence partnership. During Prime Minister Narendra Modi’s official visit to Malaysia on 7–8 February 2026, the two nations solidified their transition towards a Comprehensive Strategic Partnership, a status first established during Malaysian Prime Minister Anwar Ibrahim’s visit to New Delhi in August 2024. This elevation marks a departure from traditional trade-heavy relations, pivoting instead towards high-tech industrial collaboration, shared aeronautical maintenance, and enhanced maritime domain awareness in the Asia Pacific.
At the heart of this burgeoning aerospace cooperation is the shared reliance on Russian-origin aviation platforms. Both the Indian Air Force (IAF) and the Royal Malaysian Air Force (RMAF) operate variants of the Sukhoi fighter family, specifically the Su-30MKI and Su-30MKM. Recognising the supply chain complexities currently affecting Russian platforms, the two leaders officially operationalised the Su-30 Forum. This technical hub is designed to allow the IAF and RMAF to exchange maintenance protocols, technical expertise, and spare parts strategies. Such a move leverages India’s extensive experience in indigenising Sukhoi components, effectively positioning New Delhi as a regional maintenance, repair, and overhaul (MRO) alternative for Southeast Asian operators.
According to original reporting from the Ministry of External Affairs (India), Bernama, and the Press Information Bureau, the discussions in Putrajaya extended beyond mere maintenance. The bilateral talks highlighted a shared vision for the Indo-Pacific, with a focus on securing critical maritime lanes. PM Modi and PM Ibrahim witnessed the exchange of 11 key documents, including memoranda of understanding that touch upon security cooperation, peacekeeping, and the semiconductor industry—the latter being vital for modern electronic warfare and aerospace systems. Bilateral trade, which reached US$19.85 billion in the 2024-25 fiscal year, is now being used as a springboard for deeper industrial defence research and development.
The operationalisation of the Strategic Affairs Working Group (SAWG) and the Su-30 Forum represents a critical milestone for regional aerospace logistics. With India’s Hindustan Aeronautics Limited (HAL) having indigenised approximately 60 percent of the Su-30MKI, Malaysia stands to benefit from a shortened supply chain for its 18 Su-30MKM jets. This collaboration is particularly timely given the geopolitical pressures on traditional Russian export routes. Furthermore, interest has been noted in the potential integration of the Indian-made BrahMos air-launched cruise missile onto Malaysian platforms, a move that would require significant structural modifications similar to those executed by the IAF.
In the broader Asia Pacific context, the India-Malaysia partnership is increasingly viewed through the lens of maritime security and counter-terrorism. The two nations have committed to a co-chairmanship of the ASEAN Defence Ministers’ Meeting (ADMM) Plus Counter-Terrorism Working Group for the 2024-2027 term. This involves regular joint naval exercises such as 'Samudra Laksamana' and 'MILAN', aimed at enhancing interoperability. PM Modi emphasized that this security cooperation would become "more comprehensive," involving increased intelligence sharing and a unified approach to transnational organized crime.
The diplomatic tone of the visit was one of "strategic trust" and mutual reliance. Prime Minister Anwar Ibrahim underscored the critical nature of the current engagement, stating, "We consider this meeting and these exchanges very vital, very strategic and critical to advance and enhance relations between India and Malaysia." He further noted that the partnership now extends "beyond normal bilateral arrangements." Mirroring this sentiment, Prime Minister Modi highlighted that the collaboration in sectors like artificial intelligence, digital technologies, and semiconductors would "pave a path to economic transformation through strategic trust."
