In a move that could reshape naval stealth capabilities in the Indo-Pacific region, India and Japan have embarked on a cutting-edge defense technology partnership to co-develop the UNICORN (Unified Complex Radio Antenna) mast system for Indian warships.
The initiative, rooted in shared strategic interests and mutual trust, is poised to be a cornerstone of future defense collaborations between the two countries.
Signed in November 2024 at the Indian Embassy in Tokyo by Ambassador Sibi George and Japan’s ATLA Commissioner Ishikawa Takeshi, the Memorandum of Implementation marks a new phase in bilateral defense ties. For the first time, the two Asian powers will co-develop and co-produce a critical military system—underscoring a growing alignment in their Indo-Pacific strategies.
Future of Naval Stealth
As the Indian Navy prepares for a major modernization cycle, the introduction of the UNICORN mast is expected to become a key element in enhancing operational survivability and network-centric warfare.
“The Indian Navy is pursuing the induction of these advanced systems which will be co-developed by Bharat Electronics Limited in India with Japanese collaboration,” the Navy said in a statement. When implemented, this would be the first case of co-development and co-production of defence equipment between India and Japan, it added.
Designed originally by Japanese defense firms NEC Corporation, Sampa Kogyo KK, and Yokohama Rubber Co., the mast system seamlessly integrates multiple antennas—UHF/VHF, IFF, Link 16, TACAN, and ESM—into a single streamlined structure.

The co-development with India’s Bharat Electronics Limited (BEL) ensures that the next generation of Indian warships will not only deploy Japanese stealth technology but will also be built with Indian expertise and manufacturing.
More Than a Hardware Deal
UNICORN is not just a technical innovation—it represents a strategic signal. With China’s naval assertiveness rising, especially in the South and East China Seas, and growing cyber and electromagnetic threats, the ability to operate with reduced detectability is becoming a central priority for like-minded maritime powers.
Indian defense officials view the UNICORN project as the first of many future co-development ventures. “This system is the beginning of a broader roadmap that includes undersea warfare, joint surveillance systems, and space-based maritime monitoring,” one Indian official told this publication.
Japan, which lifted its post-WWII defense export restrictions only recently, has found in India a reliable partner aligned with its vision of a “Free and Open Indo-Pacific.”

By mid-2025, prototype development is expected to begin at BEL’s Bengaluru and Ghaziabad units, with joint testing and evaluation slated for early 2026.
Indian Navy frontline frigates and destroyers under construction—such as the next P-17B and P-15B batches—are likely candidates for early integration.

Strategic planners in Tokyo are viewing the UNICORN collaboration as a template for future partnerships—possibly including cyber defense systems, anti-drone technology, and missile tracking radars.
