In a pivotal boost to New Delhi’s indigenous defence capabilities, India has confirmed plans to commence local manufacturing of the advanced French Safran AASM HAMMER (Highly Agile Modular Munition Extended Range) air-to-ground bomb kits. This strategic move, executed via a technology transfer (ToT) agreement, is poised to significantly enhance the combat effectiveness of the Indian Air Force's frontline Dassault Rafale fighters and the domestically produced HAL Tejas Light Combat Aircraft, redefining the regional deterrence posture across the contested Asia-Pacific theatre.
The decision to transition from acquisition to full production under the ‘Make in India’ initiative grants the nation greater strategic autonomy, mitigating supply chain vulnerabilities previously exposed during periods of heightened border tension. The AASM HAMMER kit is a crucial tactical asset, transforming conventional munitions into highly accurate, long-range stand-off weapons. Utilising a sophisticated guidance package—typically combining GPS/Inertial Navigation System (INS) with terminal guidance options—and a rocket booster, the system allows launch platforms to strike hardened, high-value targets from ranges exceeding 70 kilometres, keeping aircraft safely outside the envelope of most enemy short-to-medium range air defence systems. Its capability to maintain precision in GNSS-denied environments makes it especially critical for operations in the high-altitude, mountainous terrain characteristic of India’s northern borders.
The comprehensive nature of the India-Safran partnership underscores a deepening commitment between the two nations' defence industrial bases. This specific manufacturing arrangement, reported by sources and confirmed by the Safran Group's November 2025 announcements, forms part of a much wider expansion of the French conglomerate’s footprint in India. Safran has pledged to triple its annual revenue from India to over €3 billion (approximately $3.48 billion) by 2030, with half of that revenue generated locally. Supporting this goal are massive infrastructure commitments, including a new Maintenance, Repair, and Overhaul (MRO) centre for LEAP engines, representing an investment of €200 million (approx. $232 million), alongside a dedicated M88 engine MRO facility (for the Rafale) valued at over €40 million (approx. $46.4 million).
This integration of critical European defence technology into India’s native industrial base marks a substantial maturity point for the nation’s aerospace sector. For the wider Asia-Pacific, which is witnessing rapid conventional and nuclear missile proliferation, the indigenous manufacturing capability ensures a sustained, readily available supply of modern precision munitions. This self-reliance strengthens New Delhi's operational readiness and strategic depth, sending a clear signal of enhanced deterrent capability to regional rivals. The ability to arm both high-end imported platforms like the Rafale and homegrown aircraft like the Tejas with such state-of-the-art weaponry positions India as an increasingly formidable and autonomous security provider in the volatile Indo-Pacific region.
