The Indian Space Research Organisation (ISRO) has set a definitive course for 2026, transitioning from a predominantly scientific focus to a more robust, strategic posture. Under its newly articulated "Orbits of Influence" roadmap, the agency is prioritising the deployment of dual-use satellites. These platforms are designed to bridge the gap between civilian telecommunications and high-resolution military surveillance. This strategic pivot reflects New Delhi’s intent to secure its interests in the increasingly contested Asia Pacific region while maintaining its status as a cost-effective provider of global launch services.
The 2026 roadmap underscores a paradigm shift toward civil-military fusion in space. ISRO Chairman V. Narayanan confirmed on 24 January 2026 that the agency is preparing for a heavy launch calendar, with at least seven major missions scheduled by March 2026. Central to this strategy is the Space-Based Surveillance-3 (SBS-3) project, which involves the fast-tracked launch of 52 satellites. These assets are intended to provide more frequent monitoring of "places of interest," specifically addressing surveillance blind spots identified during regional border tensions in 2025. By integrating synthetic aperture radar and electro-optical sensors, India aims to reduce its reliance on third-party commercial data providers.
According to reports from The Economic Times, The Tribune, and The Straits Times, the January 2026 launch schedule included the EOS-N1 (Anvesha) satellite, a hyper-spectral imaging marvel built by the Defence Research Development Organisation (DRDO). Although the 12 January launch experienced a flight deviation during the PSLV-C62 mission’s third stage, the roadmap remains focused on building a 150-satellite constellation. This network, estimated to cost approximately 260 billion rupees (US$3.1 billion), is vital for regional maritime security and border vigilance. The Asia Pacific context is critical here; as regional powers expand their orbital footprints, India is leveraging space as a diplomatic and defensive tool to ensure "navigation sovereignty."
The 2026 agenda also signals a significant opening for the private sector. The Small Satellite Launch Vehicle (SSLV) is expected to transition into a commercially-led programme involving giants like Hindustan Aeronautics Limited (HAL) and L&T. Furthermore, the Indian space industry is advocating for a substantial budget increase in the upcoming 2026-27 Union Budget, seeking to raise the sector's allocation from 0.04 per cent to 0.12 per cent of GDP. This would translate to a potential budget of 150 billion to 180 billion rupees (US$1.8 billion to US$2.16 billion). Such funding is deemed necessary to support the ambitious Gaganyaan human spaceflight missions and the development of the Bhartiya Antriksh Station, both of which are cornerstone projects for the next two years.
Beyond surveillance, ISRO is pushing the boundaries of sustainable satellite engineering. The TDS-01 technology demonstrator mission, slated for early 2026, will trial high-thrust electric propulsion systems. These systems are designed to reduce fuel mass by up to 90 per cent, allowing for lighter payloads and longer operational lifespans. Additionally, the roadmap includes the deployment of travelling-wave tube amplifiers and quantum key distribution to ensure secure, encrypted communications. These technological advancements are not merely scientific milestones but are strategic necessities for a nation seeking to exert influence through a resilient and technologically superior space infrastructure.
