The Indonesian Ministry of Defence (Kementerian Pertahanan Republik Indonesia - Kemhan RI) is advancing efforts to strengthen national defence capabilities through the Optimum Essential Force (OEF) programme, which is targeted to reach full implementation by 2029. This programme follows the earlier Minimum Essential Force (MEF) initiative, which was launched in 2007 and structured in three phases through to 2024. As of early 2024, MEF achievements were estimated at around 65 percent, prompting the transition to OEF to close the remaining gap and expand capability development.
The OEF aims to reinforce defence posture and modernise the armed forces by focusing on ten national priority programmes. These cover the development of fighter aircraft, submarines, propellants, rockets, missiles, radar systems, military satellites, medium-sized tanks, unmanned aerial vehicles (UAVs), and subsurface sensing technologies. These efforts are aligned with Presidential Regulation No. 8 of 2021 on national defence policy, which emphasises technological self-sufficiency and domestic industrial development.
A recent inter-instance meeting in Kemhan RI reviewed the progress and implementation challenges of these programmes. Participants reaffirmed the need to continue the initiative and strengthen coordination among relevant stakeholders. The OEF was described as essential to enhancing multi-domain capabilities and ensuring the protection of national sovereignty, public safety, and Indonesia’s strategic interests, particularly in border and outer island regions.
In addition to platform development, emphasis was placed on upgrading cyber defence capabilities, improving the telecommunications and information infrastructure, and ensuring the professional development and welfare of military personnel. Maintenance and sustainability of defence assets were also noted as critical to long-term operational readiness.
Further coordination meetings are planned to ensure policy alignment between defence planning systems, the OEF roadmap, and the broader national defence strategy called "Trisula Perisai Nusantara". The Ministry of Defence and the Indonesian Armed Forces are expected to lead the implementation, with 30.3 percent completion of OEF set as the near-term milestone by 2025.
