Indonesia signed a new series of Letters of Intent (LoIs) on 28 May 2025 for the planned acquisition of additional French-made military systems, including Dassault Rafale fighter jets, Scorpène-class submarines, CAESAR self-propelled howitzers (SPHs), and light frigates. The signing took place in Jakarta during the state visit of French President Emmanuel Macron and was witnessed by Indonesian President Prabowo Subianto.
The documents signal Indonesia’s intention to expand existing procurement agreements with France, though exact quantities and timelines have not been formally confirmed.
According to information available at the time of signing, the new LoI for Rafale jets might involve up to 12 additional units. If finalised, this would bring Indonesia’s total potential order to 54 aircraft, following the February 2022 agreement for 42 jets. By mid-2023, Indonesia had contracted 18 aircraft as part of a phased procurement strategy. The Rafale is expected to become the mainstay of Indonesia’s future fighter fleet, complementing around 32 F-16s (A/B and C/D variants) and 16 Su-27/30 aircraft.
Indonesia's broader fighter procurement plans remain unclear. The country has yet to conclude a deal for the Boeing F-15EX despite receiving US approval in 2022. At the same time, Russia continues to assert that the Su-35 deal with Indonesia remains valid, though Jakarta has yet to confirm the claim. Moreover, recent unverified reports also suggest possible interest in Chinese-made J-10 fighters.
On the naval front, the LoIs also cover additional Scorpène-class submarines. Indonesia had previously signed an agreement in 2022 for two submarines to be built in cooperation with PT PAL in Surabaya. The number of submarines mentioned in the new LoI was not specified.
For surface combatants, Indonesia signed an LoI to acquire new light frigates. While local analysts have speculated about the Naval Group’s FDI-class or surplus La Fayette-class ships, no official details regarding type or quantity have been released.
The Indonesian Army’s artillery capabilities may also be enhanced, as the LoIs include provisions for additional CAESAR 155 mm SPHs. Indonesia currently operates 55 CAESAR units, delivered under previous contracts in 2012 and 2017.
The signing of these LoIs reflects continuing defence cooperation between Indonesia and France, but formal contracts and delivery schedules are still pending further negotiation.
