The Israel Ministry of Defence (IMOD) has formalised a significant multi-year procurement agreement with Elbit Systems for the supply of advanced air-to-ground munitions. Valued at approximately US$183 million or roughly 570 million Israeli New Shekels, the contract is designed to secure a steady supply of aerial ordnance for the Israel Air Force while simultaneously expanding the nation’s domestic industrial manufacturing capacity. This strategic move comes as part of a broader shift in Israeli defence policy to reduce reliance on external supply chains and ensure operational readiness across multiple theatres of engagement.
The procurement package primarily focuses on the production of general-purpose aerial munitions, including the Mk-84 bomb, a heavy-duty ordnance weighing approximately 900 kg. While these bombs are traditionally unguided, they serve as the foundational platform for Elbit’s suite of precision-guidance kits, which convert "dumb" bombs into high-precision strike assets. By committing to a multi-year framework, the IMOD aims to provide Elbit Systems with the necessary financial runway to invest in automated production lines and increase the throughput of its manufacturing facilities located within Israel.
The deal was officially announced on 27 January 2026, with the formal signing conducted by IMOD Director General Major General (Res.) Amir Baram. Reports from the Israel Ministry of Defence and mainstream outlets such as Xinhua indicate that the contract is one of several "mega-deals" exceeding the US$100 million threshold. These agreements are part of a concerted effort by the Israeli government to replenish stockpiles depleted by sustained regional operations and to prepare for what officials describe as a "challenging security decade" ahead.
The strategic rationale behind the award extends beyond mere inventory replenishment. Israeli Defence Minister Israel Katz emphasised that the expansion of the domestic defence sector is a top-tier national priority. By shifting a larger portion of procurement to local firms like Elbit Systems, the Ministry seeks to guarantee independence and reliable supply chains, even during periods of international diplomatic pressure or logistical disruption. The policy reflects a growing trend among advanced militaries to pivot toward "onshoring" critical defence technologies to ensure sovereign control over essential warfighting materiel.
IMOD Director General Amir Baram noted that this air munitions deal is a component of a larger series of force-building agreements currently being advanced across the air, land, and sea domains. "These agreements will enable inventory replenishment and procurement for years ahead, while investing in the expansion of our defence industrial base," Baram stated. He further explained that such investments are intended to enhance the Israel Defence Forces' (IDF) readiness and support the economic resilience of the broader Israeli economy through increased defence exports.
The scaling of Elbit’s production capacity has significant ramifications for the Asia-Pacific region, which has emerged as a cornerstone of the company’s export strategy. In late 2025 and early 2026, the Asia-Pacific region accounted for nearly 30 per cent of Israel’s total defence exports. For regional partners such as India, Singapore, and the Philippines, the expansion of Israel’s domestic production lines ensures that Elbit can meet international orders without compromising its commitments to the IDF. The "combat-proven" status of these munitions—refined through extensive operational use—remains a major selling point for Asia-Pacific nations seeking to modernise their own air strike capabilities.
Bezhalel Machlis, President and CEO of Elbit Systems, highlighted the field-proven nature of the technologies involved in this latest domestic order. "Elbit Systems has developed and supplied the Defence Ministry with a range of precision munitions that have proven themselves in the field and contributed significantly to Israel’s air superiority across multiple theaters," Machlis commented. For defence planners in Asia, where territorial tensions have led to a surge in precision-strike procurement, the stability of Elbit's production base provides a degree of assurance for long-term maintenance and supply contracts.
The move toward large-scale domestic production also signals a transition in how munitions are managed within the aerospace sector. Rather than simple acquisition, the focus has shifted toward creating an "unmanned combat ecosystem" where air-to-ground ordnance is integrated with advanced intelligence, surveillance, and reconnaissance (ISR) platforms. This contract follows other recent Elbit successes, including a US$40 million deal for autonomous drone systems and a US$228 million contract for the Iron Fist active protection system for the US Army, underscoring the company’s role as a diversified global defence powerhouse.
