The Japan Ground Self-Defense Force (JGSDF) hopes to induct its indegenously developed Hyper-Velocity Gliding Projectile (HVGP) in 2026, three years earlier than originally scheduled.
An official of the Japan’s Acquisition, Technology and Logistics Agency (ATLA) informed that the agency had conducted two tests of a hypersonic glide vehicle in California in March and April 2024.
Research and development on the HVGP began in the fiscal year 2018, with the goal of completing development by the fiscal year 2025.
The manufacturing is being handled by Mitsubishi Heavy Industries (MHI).
According to an MHI official, "We are developing Hyper-Velocity Gliding Projectiles. In the event that Japan’s remote islands become a combat zone, these systems will be capable of launching defensive missiles from islands far away from the battleground."
MHI produces missile systems from the surface-to-air Patriot missile and the SM-3 missile for ballistic missile defense, to stand-off missiles, which have recently received a lot of attention. These stand-off missiles used to be called the Type-12 surface-to-ship missile, which the company is developing into the range-extended Upgraded 12SSM, HVGP, and hypersonic missiles.
"As a forward-looking program, we are developing hypersonic missiles. To that end, we are currently developing an engine capable of extremely high velocities called a scramjet engine, which, when installed in a traditional missile, will allow it to achieve hypersonic speeds. We are providing a variety of stand-off capabilities," noted Masayuki Eguchi,Head of Integrated Defense & Space Systems, at MHI.
Recently,the U.S. State Department approved a possible foreign military sale to the government of Japan of HVGP capability support and related equipment for an estimated cost of US$200 million.
Japan had requested to buy equipment and services in support of its indigenous HVGP capability, including test preparation, test, and transportation support.
A State Department official said the proposed sale would "support the foreign policy goals and national security objectives of the United States by improving the security of a major ally that is a force for political stability and economic progress in the Indo-Pacific region".
The HVGP capability is expected to improve Japan’s capability to meet current and future threats by providing defense for remote islands. Japan, according to ATLA, will have no difficulty in absorbing this equipment and services into its armed forces.
Equipment and services will be provided by the U.S. government.
The State Department official also said the U.S. government is not aware of any offset agreement proposed in connection with the potential sale of support equipment for the HVGP. "Any offset agreement will be defined in negotiations between the purchaser and the contractor," he added.
Eguchi said MHI has been involved in both manufacturing and missile defense analysis programs.
"Leveraging this experience,we will continue to reliably produce Patriot and SM-3 missiles. We are also designing ASEVs, which are equipped with the formerly ground-based Aegis System. The Japanese and American governments are discussing joint development of interceptor missiles capable of destroying future models of gliding projectiles, and we are currently considering an approach to this area," he added.
