قال محافظ الهيئة العامة للصناعات العسكرية (GAMI) أحمد بن عبد العزيز العوهلي إن المملكة العربية السعودية تخطط لاستثمار أكثر من 20 مليار دولار في صناعتها العسكرية المحلية حتى عام 2030 كجزء من برامجها الطموحة لتعزيز الإنفاق العسكري المحلي. خلال مؤتمر الدفاع الدولي.
وقال عبد العزيز العوهلي في المؤتمر، على هامش معرض آيدكس 2021 هنا في أبوظبي: “نريد تطوير وصناعة المزيد من الأسلحة والأنظمة العسكرية محليًا ، وتخصيص الميزانية لزيادة الإنتاج المحلي […] إن المملكة تخطط لزيادة الإنفاق على البحث والتطوير العسكري (R & D) من 0.2 في المائة إلى حوالي 4 في المائة من الإنفاق على التسلح بحلول عام 2030″.
مع واحدة من أعلى النفقات العسكرية في جميع أنحاء العالم، فإن المملكة العربية السعودية في خضم إعادة هيكلة قطاعها الدفاعي وتوسيع صناعتها العسكرية إلى قيمة مضافة أعلى يمكن توليدها للاقتصاد الوطني.
شهد القطاع تغيرًا كبيرًا خلال السنوات الأخيرة، مع إجراء إصلاحات كبيرة في جميع القطاعات الفرعية للصناعة. تضمنت الاتجاهات الحديثة إدخال كيانات حكومية جديدة لقيادة حملة التوطين، وآلية جديدة للتعاقد الدفاعي والتركيز المتزايد على مجالات مثل الأمن السيبراني، وبرنامج الفضاء وصناعة الأقمار الصناعية في المملكة. جلبت صدمة هجوم 2019 على منشأتي النفط “أرامكو” في بقيق وخريص تركيزًا متجددًا على قطاع الدفاع، ووضعه في مقدمة أولويات البلاد. وفي الوقت نفسه ، يمثل الزخم الجديد نحو توطين الإنفاق العسكري طموحًا أساسيًا لاستراتيجية التنمية الخاصة برؤية 2030 للبلاد ويهدف إلى تحقيق فوائد اقتصادية هائلة من حيث التوظيف ونقل التكنولوجيا.
وفقًا لقاعدة بيانات نقل الأسلحة SIPRI، كانت المملكة العربية السعودية أكبر مستورد للأسلحة في العالم في 2015-2019، حيث شكلت 12 في المائة من واردات الأسلحة العالمية. ويمثل هذا زيادة بنسبة 130 في المائة عن السنوات الخمس السابقة. خلال تلك الفترة كانت الولايات المتحدة والمملكة المتحدة هما المصدران الرئيسيان لواردات المملكة، حيث بلغت نسبتهما 73% و 13% من إجمالي واردات الأسلحة، على التوالي. تليها فرنسا التي كانت مسؤولة عن 4.3% من الواردات وإسبانيا بنسبة 1.7%، كندا وألمانيا بـ 1.6%. إيطاليا بـ 1.3%، سويسرا 1.1% والصين بـ 0.9%. تعكس هذه الديناميكيات بعض التحولات الملحوظة مقارنة بالفترة السابقة 2010-2014. وعلى رأسها، زادت حصة الواردات من الولايات المتحدة بشكل كبير، حيث ارتفعت من 41%، بينما انخفضت الواردات من المملكة المتحدة بشكل مطرد من 33 في المائة.
لا تزال المملكة العربية السعودية أهم عميل للولايات المتحدة، حيث تمثل 24.5% من صادرات الأسلحة الأمريكية في 2015-2019. كانت المملكة المتحدة سادس أكبر مصدر للأسلحة في العالم في نفس الفترة ، حيث شكلت 3.7% من صادرات الأسلحة العالمية.
كجزء من استراتيجية رؤية 2030، تسعى المملكة إلى توسيع قاعدتها الصناعية المحلية بشكل كبير للأجهزة الدفاعية وتوطين أكثر من 50 في المائة من إنفاقها على المعدات العسكرية بحلول عام 2030. وهذا يمثل توسعًا طموحًا على مستواها لعام 2019، بين 2 في المائة و5 في المائة.
الهيئة العامة للصناعات العسكرية، التي أنشأتها الحكومة في عام 2017، هي كيان مستقل مالياً وإدارياً يرأسه ولي العهد الأمير محمد بن سلمان. تشمل المسؤوليات الأساسية لـ GAMI ضمان تلبية أهداف التوطين، وتعزيز كفاءة الإنفاق العسكري، وتطوير الصناعة من خلال البحث والتطوير المركزي (R & D). حددت الهيئة 11 قطاعا ذات أولوية أولية للتوطين ، بما في ذلك الإلكترونيات الدفاعية، والذخائر الموجهة، والصواريخ وقاذفات، والمركبات الجوية بدون طيار. كما تم تكليف الهيئة العامة للصناعات العسكرية بوضع إطار تنظيمي لدعم توطين الاستثمار البحث والتطوير، بالإضافة إلى زيادة الشفافية.
من ناحية أخرى، الشركة السعودية للصناعات العسكرية (SAMI)، شركة قابضة وطنية للتصنيع العسكري المحلي، مملوكة بنسبة 100 في المائة لصندوق الاستثمارات العامة (PIF). تستهدف الشركة السعودية للصناعات العسكرية تطوير الصناعات المحلية الجديدة والقائمة بهدف تطوير تقنيات جديدة وتصنيع منتجات وتقديم خدمات لتوسيع قطاع الصناعة العسكرية.
