The Royal Malaysia Police (PDRM) has launched an international, open tender for the supply and delivery of 10 new Armoured Personnel Carriers (APCs), an acquisition valued at an indicative departmental price of RM38,095,238.10 (approximately US$8,993,423.86). This latest move, which includes technical requirements tailored for robust performance in challenging internal security scenarios, highlights Malaysia's ongoing push to modernise its law enforcement mobility and is set to attract significant interest from global defence and security manufacturers keen on the Asia-Pacific market.
This procurement follows closely on a recent ceremony in which the PDRM took delivery of four new APCs for its General Operations Force (PGA). On 22 August 2025, the PDRM's Internal Security and Public Order Department (KDNKA) officially received four International Armoured Group (IAG) Guardian APCs, featuring CEN Level B6 ballistic protection and fire support capabilities. The vehicles, procured under the 12th Malaysia Plan, Rolling Plan 1, were valued at RM10.72 million (approximately $2,533,702.80). This initial batch was supplied by local firm Global Komited Sdn. Bhd. and will be distributed to key PGA brigades to enhance operational effectiveness. A recent press release details the handover event at the PDRM Headquarters in Bukit Aman, Kuala Lumpur.
The current tender for the 10 new APCs, issued by the Royal Malaysia Police’s Procurement Division, imposes demanding mandatory technical specifications. These include an engine capacity of no less than 6,000cc Turbo Diesel with a minimum power output of 250 horsepower (HP) at 2,500 RPM. Critically, the vehicles must maintain a minimum power-to-weight ratio of 30 hp per tonne based on a Gross Vehicle Weight (GVW) between 7,500 kg and 10,000 kg, ensuring high tactical mobility. Furthermore, all proposed vehicles must comply with EURO 3 emission standards. Successful bidders will also be responsible for comprehensive training, providing five working days of both driving and maintenance instruction for 25 PDRM drivers and 25 PDRM mechanics, ensuring operational self-sufficiency upon delivery to the designated depot in Kuala Lumpur. The bid closing date for this open competition is 04 November 2025.
The region's armoured vehicle market is being driven by the necessity for modern, mine-resistant and ambush-protected (MRAP) mobility, which is evident in the PDRM's current requirements and past acquisitions of vehicles like the IAG Guardian, which provides a high degree of ballistic and blast protection. This sustained investment in police tactical vehicles signals a significant market opportunity, particularly for Original Equipment Manufacturers (OEMs) who can offer technology transfer, local assembly partnerships, and comprehensive after-sales support, aligning with Malaysia's domestic industry development goals.
