The Royal Malaysia Police (RMP)'s paramilitary wing, the General Operations Force (PGA), has initiated a major small arms modernisation drive, launching an open tender for a significant technical overhaul of its venerable M16 A1 5.56mm assault rifles. The core requirement of the programme mandates a fundamental change in the weapon's operating mechanism, calling for the integration of short-stroke piston operating system upper receivers, moving away from the M16's traditional direct impingement design. This ambitious upgrade is set to enhance the reliability and performance of approximately 1,000 rifles assigned to the PGA's Sarawak Brigade, units heavily involved in securing Malaysia's porous border in Borneo.
This move underscores a wider trend across the Asia-Pacific region, where paramilitary and internal security forces are accelerating efforts to upgrade their ageing small arms inventories to maintain readiness against cross-border crime, insurgency, and sophisticated organised threat actors. The M16A1, a robust but dated Cold War-era platform, is a legacy system for many nations, including Malaysia, necessitating upgrades to keep pace with modern operational requirements, particularly in the demanding, humid conditions of jungle environments. The PGA, which functions as the RMP's light infantry asset, plays a critical role in internal security and border defence, making the reliability of its primary service rifle paramount.
The procurement, titled the 'Sarawak Border Project - Upgrade of M16 Rifle 5.56mm Calibre for use by Sarawak Brigade', seeks to modernise 1,000 units by replacing the Upper Receiver Assembly and Buttstock Assembly while retaining the original, serialised Lower Receiver. The tender, which commenced on 3 December 2025 and closes on 3 March 2026, is open to qualified suppliers registered with the Malaysian Ministry of Finance. The indicative financial value cited in the original tender documents issued by the Director of Logistics and Technology Department of the RMP is up to RM 9 million (approximately US$ 2.18 million), reflecting a focused investment in frontline capability.
Technically, the shift to a short-stroke piston system is the most significant aspect of the requirement. Unlike the M16's original direct impingement (DI) system, the piston mechanism uses a gas plug and rod to cycle the bolt carrier, preventing hot, fouling gases from entering the receiver. This greatly improves weapon reliability and reduces cleaning requirements, a crucial advantage for sustained operations in the high-humidity, high-dirt conditions often encountered on the Sarawak-Indonesian border. Furthermore, the specifications call for a heavy barrel assembly and a Rate of Fire (ROF) of not less than 550 rounds per minute, ensuring both sustained fire capability and enhanced long-term durability for the upgraded rifles. The successful contractor will be required to pass a Pre-Delivery Inspection (PDI) and a Task Force pre-acceptance process by the RMP technical committee prior to delivery to the logistics centre in Shah Alam, Selangor.
