The Malaysian government has formally approved an additional allocation of RM 200 million (US$45.4 million) to facilitate the completion of two long-delayed offshore patrol vessels (OPVs) for the Malaysian Maritime Enforcement Agency (MMEA). This capital injection, confirmed by Home Minister Datuk Seri Saifuddin Nasution Ismail in a written parliamentary reply on 24 February 2026, aims to resolve the protracted procurement saga that has seen the project costs swell from the original RM 740 million (US$168 million) to a revised total of RM 940 million (US$213.4 million). The decision underscores Putrajaya’s commitment to modernising its maritime fleet amidst heightening regional tensions and the need for a robust presence in the South China Sea.
According to official government statements and reports from mainstream outlets including The Star and The Edge Malaysia, the Ministry of Economy approved the supplementary funding to cover the remaining works on the second and third hulls of the Tun Fatimah-class. While RM 120 million (US$27.2 million) remained from the initial 2017 allocation under the 11th Malaysia Plan, the escalating costs of materials and the complexities of the contractor transition necessitated the new funds. The project was originally awarded to THHE Destini Sdn Bhd in 2017 with an expected completion date of August 2020. However, the first vessel, KM Tun Fatimah, was only delivered in early 2024 after a significant government intervention and a loan of RM 152.6 million (US$34.6 million) to prevent the project’s total collapse.
The MMEA’s operational readiness has faced scrutiny due to these delays, leading to the termination of the original contract with THHE Destini on 31 December 2024. The government subsequently turned to Shin Yang Shipyard, a Sarawak-based maritime specialist, which received a letter of intent in May 2025 to take over the remaining construction. In his latest address to Parliament, Saifuddin noted that the government has finalised the appointment of the new contractor to ensure that the remaining vessels, tentatively designated as OPV 2 and OPV 3, are delivered to meet the agency's urgent requirements. The Home Minister highlighted the fiscal accountability of this move, noting that liquidated damages exceeding RM 12 million (US$2.7 million) had been imposed on the previous contractor for the missed milestones.
The completion of these 83-metre vessels is viewed as a critical component of Malaysia’s broader strategy to safeguard its Exclusive Economic Zone (EEZ). Designed by Damen and equipped with a 30 mm Aselsan SMASH remote weapon station, the Tun Fatimah-class serves as a persistent "mothership" for smaller interceptors. In a statement earlier this year, MMEA Director-General Maritime Admiral Datuk Mohd Rosli Abdullah emphasised the strategic weight of these assets, noting that the acquisition reflects the government’s commitment to ensuring the readiness of maritime agencies remains at an optimal level to face increasingly complex security challenges. The vessels are expected to be deployed primarily in the South China Sea to monitor incursions and conduct long-range surveillance.
Beyond the OPV programme, the Malaysian government has earmarked RM 21.2 billion (US$4.8 billion) for the Home Ministry under the 2026 budget to further bolster national security. This includes the planned acquisition of new maritime surveillance aircraft and fast patrol boats to complement the Tun Fatimah-class. Industry analysts suggest that the successful delivery of the remaining two OPVs will be a litmus test for Malaysia's domestic naval shipbuilding capability. With the regional maritime environment becoming increasingly congested, the MMEA’s ability to sustain operations for 21 days at sea without replenishment is a vital requirement for maintaining sovereignty over remote shoals and resource-rich waters.
