The Malaysian government has officially launched a tender for the construction, supply, and delivery of 13 new Fast Interceptor Rigid Hull Fenders Boats (RHFB) for the Malaysian Maritime Enforcement Agency (MMEA / APMM). This procurement is part of a critical effort to modernise the agency's fleet and enhance its enforcement capabilities in an increasingly complex maritime environment. The indicative budget for the programme is set at RM 37,807,619.85 (approximately US$8.04 million).
These new 12-metre interceptors are slated to replace the MMEA's ageing KILAT Class Rigid Hull Inflatable Boats (RHIBs), many of which have been in service for over 17 years. The new platforms will be deployed to MMEA bases in the strategic states of Sabah and Sarawak on the island of Borneo. This deployment underscores a focus on protecting Malaysia's interests in the South China Sea and tackling the persistent security challenges in the Sulu Sea, which include smuggling, piracy, and cross-border threats originating from the Eastern Sabah waters. The move aligns with a broader regional trend among Asia-Pacific nations to strengthen coast guard and maritime law enforcement assets.
The tender, reference number KDN/PL 64/2025-PT, was published by the Procurement Division of Malaysia's Ministry of Home Affairs. According to the official documentation, the open tender was initiated on 6 November 2025, with a closing date for bids on 27 November 2025. Interested parties must be registered with the Malaysian Ministry of Finance (MOF) under the shipbuilding manufacturer code 110699.
The technical specifications demand a robust and high-performance platform. The boats are required to be between 12 and 13 metres in length and capable of achieving a maximum speed of not less than 50 knots when fully loaded. A significant operational capability is also required, with a minimum range of 300 nautical miles at a cruising speed of 40 knots and an endurance of at least eight hours. The hull is specified to be constructed from Marine Grade Aluminium Alloy (5083H321) or an equivalent high-strength material.
Designed for a crew of 10 (including pilot and navigator), the vessels will feature a semi-cabin layout and be equipped with 10 shock-mitigating suspension seats. For their primary enforcement role, the boats will be heavily armed, with specifications calling for three General Purpose Machine Gun (GPMG) hardpoints—one forward-centre and one each on the port and starboard aft quarters. These mounts will be fitted with telescopic pintles and removable bullet-proof plates. The platform will also feature a modern navigation suite, including radar, GPS, and an Electronic Chart Plotter.
The successful bidder will be required to deliver all 13 vessels, along with comprehensive in-country training for operators and maintainers , within an 18-month timeframe from the contract's effective date. The tender evaluation will be weighted, with the technical proposal accounting for 60% of the final score and the financial offer making up the remaining 40%. The procurement also includes a substantial seven-year warranty for the hull and a one-year warranty for all onboard equipment.
