In a significant statement to the Dewan Negara, Malaysia’s Senate, the nation’s Defence Ministry has outlined a comprehensive and long-term strategy to address the modernisation of its increasingly obsolescent air defence assets. The plan, designed to ensure the Royal Malaysian Air Force (TUDM) maintains the highest level of readiness, signals a major procurement intent relevant to the global defence and aerospace industry, particularly within the evolving security dynamics of the Asia-Pacific region.
At the heart of this effort is the Capability Development Plan 55 (CAP55), a transformative blueprint guiding TUDM’s evolution from 2021 through to 2055. This multi-decade framework is the central directive for upgrading national air defence assets, ensuring the force remains prepared for contemporary and future threats. The Ministry emphasised that modernisation efforts are being vigorously implemented to keep pace with technological advancements and the changing security landscape, a common concern for many nations in the Asia-Pacific amid increasing strategic competition and territorial tensions.
The ministerial answer was provided in response to an oral question from Senator Dr. Hajah Wan Martina Binti Wan Yusoff on 9 December 2025, as recorded in the parliamentary proceedings. It underscores the serious attention the Ministry of Defence is placing on air defence readiness as a critical component of national security.
The initial phase of CAP55, spanning 2021 to 2030, prioritises the replacement of ageing assets and the building of a more modern, integrated foundational capability. To close critical capability gaps, enhance airspace sovereignty, and improve operational effectiveness, TUDM has identified seven strategic acquisition programmes.
These programmes encompass Maritime Patrol Aircraft (MPA) programme for enhanced maritime domain awareness, a critical need in the busy sea lanes of the South China Sea; Medium Altitude Long Endurance Unmanned Aerial System (MALE-UAS) programme for persistent surveillance; and Fighters Lead-In Trainer-Light Combat Aircraft (FLIT-LCA) programme to streamline pilot training and provide a lightweight combat option. The plan also includes new Long-Range Air Defence Radar network, new Utility Helicopters, an upgrade or replacement pathway for its ageing Multi-Role Combat Aircraft (MRCA) F/A-18C fleet (e.g. acquisition of the Kuwaiti Hornets), and Medium-Range Air Defence Missile System (MERAD) programme to bolster layered air defence.
This ambitious shopping list, while not disclosing specific budgetary figures, represents a multi-billion US dollar investment opportunity over the coming years. It places Malaysia among a cohort of Southeast Asian nations actively bolstering air and maritime capabilities. The focus on maritime patrol, unmanned systems, and integrated air defence mirrors broader regional trends driven by the need to monitor vast exclusive economic zones and address complex security challenges.
For the international defence industry, CAP55 provides crucial insight into Malaysia’s long-term procurement trajectory. The detailed programme list allows OEMs to align their offerings with TUDM’s stated needs, from American and European combat aircraft manufacturers to radar and missile system providers from around the globe. The success of this phased approach will be closely watched by neighbouring states and industry analysts as a barometer of Malaysia’s commitment to sustaining a credible and technologically relevant air force within the Asia-Pacific strategic balance.
