The Malaysian Ministry of Defence has formally ruled out the relisting of Boustead Holdings Berhad (BHB) on the Bursa Malaysia stock exchange, signalling a definitive shift in the conglomerate’s role within the regional security architecture. Speaking in Parliament on 22 January 2026, Defence Minister Khaled Nordin stated that a public listing is currently inconsistent with the group’s strategic mandate. The decision underscores a government-led effort to prioritise operational flexibility and long-term national security interests over short-term equity market performance.
This policy shift comes as the group undergoes a rigorous internal restructuring under its majority shareholder, the Armed Forces Fund Board (LTAT). As of January 2026, LTAT has accelerated the transfer of non-core assets to streamline BHB into a dedicated vehicle for national defence and veteran welfare. This restructuring includes the strategic relocation of pharmaceutical arm Pharmaniaga Berhad to LTAT's direct control, effectively insulating the core defence and heavy industries divisions from broader market volatility.
According to reports from Free Malaysia Today, Bernama, and DagangNews, the government views Boustead’s private status as essential for driving the development of the domestic defence industrial ecosystem. This sentiment was echoed during the launch of the National Defence Industry Policy (DIPN) this week, where Boustead Holdings signed a series of high-level strategic agreements with technology partners from Turkiye, Indonesia, and China. These partnerships are intended to bolster Malaysia’s sovereign capabilities in armoured vehicle production and maritime technology.
During the launch of the DIPN on 21 January 2026, Boustead Holdings Berhad formalised a trio of strategic partnerships aimed at cementing its role as a regional industrial linchpin. The group signed a Memorandum of Understanding (MoU) with Turkiye’s Otokar to explore the assembly and manufacturing of wheeled chassis and armoured vehicle systems tailored for the Malaysian Armed Forces (MAF). Concurrently, a collaboration with Indonesia’s PT Komodo Armament was established to develop in-country production capabilities for polymer-based small arms and ammunition specifically designed for tropical climates. To address emerging high-tech threats, Boustead also partnered with China’s Huanghu Science and Technology Co Ltd to pursue the localisation and research of high-energy laser Directed Energy Weapon (DEW) systems, marking a significant pivot towards advanced electronic warfare and asymmetric defence solutions.
The DIPN launch served as the platform for several catalytic national defence projects, with Boustead Holdings positioned as a primary executor of Malaysia’s sovereign technology ambitions. Most notable is the pilot project for the National Defence Satellite Service, which focuses on developing indigenous expertise in satellite software, spectrum management, and independent orbital operations to replace existing contract services expiring by 2029. Additionally, the group is spearheading the development of local Loitering Munition Systems—commonly referred to as kamikaze drones—and passive radar technologies. These initiatives are designed not only to bolster the MAF’s operational readiness but also to meet the government’s new mandate for a minimum 30% local content in all defence procurement, effectively reducing Malaysia's historical reliance on foreign technical support.
The maritime sector remains the focal point of Boustead’s industrial output, despite the historical complexities surrounding the Littoral Combat Ship (LCS) programme. On 23 January 2026, the Public Accounts Committee (PAC) announced a scheduled site visit to the Lumut shipyard on 30 January to assess the actual progress of the first Maharaja Lela-class frigate. This partnership focuses on enhancing maintenance, repair, and overhaul (MRO) services for rotary-wing platforms, leveraging DCI’s expertise under the French Ministry of Armed Forces.

General (Retired) Tan Sri Zamrose Mohd Zain, the former Chief of Army, resigned from his position as a director at BHIC effective 12 January 2026.
