The Royal Malaysia Police (PDRM) has initiated a significant procurement process to acquire advanced Counter-Unmanned Aerial Systems (C-UAS), signalling a strategic move to enhance its domestic security and border control capabilities. The Logistics and Technology Department has issued an open tender, valued at an indicative RM5.74 million (approx. $1.39 million USD), for a suite of portable and handheld drone detection and defeat systems.
This procurement drive aligns with a growing trend across the Asia-Pacific region, where nations are urgently upgrading their defences against asymmetric threats posed by commercial and modified drones. In Southeast Asia, illicit drones are increasingly employed in border smuggling, drug trafficking, and surveillance by criminal and militant organisations. Security services in the region, including Malaysia, have previously identified plots by extremist groups to use weaponised drones for terrorist attacks, including a noted 2016 plot targeting the PDRM's own headquarters.
According to the tender announcement, which closes on 3 December 2025, the new systems are destined for two key branches of the PDRM: the General Operations Force (PGA) and the Air Operations Force (PGU). The PGA serves as the PDRM's paramilitary wing, primarily responsible for border security, counter-insurgency, and public order, while the PGU is the police aviation unit, conducting air surveillance and supporting ground operations. The requirement specifies delivery to logistics centres in Selangor (Peninsular Malaysia), as well as in Kuching, Sarawak, and Kota Kinabalu, Sabah, on the island of Borneo, underscoring a nationwide deployment strategy.
The specification outlines a requirement for nine primary '3-in-1' portable counter-drone systems, integrating detection, jamming, and GPS spoofing capabilities into a single, ruggedised unit. The technical demands are high, specifying an omni-directional detection range of at least 10 kilometres, a jamming radius of no less than 3 kilometres, and a spoofing range of 2 kilometres. These systems must be able to operate on the move (up to 60 km/h), detect and manage swarm attacks of no fewer than 25 drones simultaneously, and utilise Artificial Intelligence (AI) for threat identification.
In addition to the main portable systems, the tender calls for nine handheld, rifle-style drone jammers. These man-portable units are intended for tactical teams, weighing no more than 7 kilograms. They must feature a built-in omni-directional detector with a 1-kilometre range and provide directional jamming against targets at a distance of at least 1 kilometre. This combination of mobile area-denial systems (the portable units) and tactical point-defence systems (the handheld jammers) represents a sophisticated, multi-layered approach to neutralising aerial threats.
