The Malaysian Defence Intelligence Organisation is enhancing its operational competencies through targeted participation in exercises with the Five Eyes intelligence alliance. Deputy Defence Minister Adly Zahari confirmed on 24 February 2026 that these engagements align with the strategic objectives of the National Defence White Paper. This move reflects a broader effort to professionalise defence intelligence while navigating the complex geopolitical landscape of the Asia Pacific. Malaysia continues to prioritise the acquisition of advanced analytical skills and technical mastery of modern military hardware.
Malaysia remains committed to a policy of non-alignment despite increasing its bilateral and multilateral interactions with Western powers. Adly Zahari addressed concerns regarding national sovereignty during a parliamentary session in the Dewan Rakyat. He stated that the country maintains balanced defence ties with all major global powers, including China and Russia. This equilibrium allows the armed forces to leverage international expertise without compromising strategic independence. The ministry aims to ensure that the nation’s intelligence apparatus stays current with global best practices and technological shifts.

By engaging with the Five Eyes—comprising Australia, Canada, New Zealand, the United Kingdom, and the United States—Malaysia addresses emerging cyber vulnerabilities. However, the deputy minister reiterated that cooperation is strictly selective and framed within existing national security guidelines. The 2026 defence budget, which stands at approximately RM 21.74 billion (US$ 4.58 billion), underscores the intent to modernise assets like the Fighter Lead-In Trainer and Unmanned Aerial Systems.
“As a neutral nation, Malaysia remains open to cooperation through bilateral and multilateral engagements,” Adly Zahari remarked during the session. He further explained that such collaboration provides an important platform to understand and operate defence technology better. The ministry stresses that these activities do not involve the sharing of sensitive state secrets or the compromise of confidentiality. Instead, the focus remains on enhancing the skills of personnel to meet the challenges of an increasingly digitalised battlefield. This proactive stance ensures Malaysia remains a capable and professional partner in the regional security architecture.
