The government of Malaysia has clarified that its Defence Ministry is not participating in the construction of a proposed assembly and maintenance facility for Leonardo AW149 helicopters at Melaka International Airport (LTAM), Batu Berendam. The planned facility, previously reported to cost RM 16.45 billion (≈ USD 3.7 billion), is being developed solely by a private-sector consortium. This clarification comes amid controversy surrounding a RM 16 billion (≈ USD 3.62 billion) government leasing contract for 28 helicopters.
According to Deputy Defence Minister Adly Zahari, the helicopter plant project is a collaboration between the state government of Melaka, the Italian manufacturer Leonardo, and private operator Weststar Aviation Sdn Bhd — not an initiative of the Ministry of Defence Malaysia (MoD). The lease-and-build arrangement arises from a Concession Agreement for 28 helicopters destined for various government agencies. Under this agreement Weststar has assumed responsibility for developing the assembly plant, which will also house Maintenance, Repair and Overhaul (MRO) operations.
Earlier in April 2025, the federal government had reportedly “approved” RM 16.45 billion for the establishment of the helicopter factory at the airport — a project described by state officials as a strategic move toward positioning Melaka as a regional aerospace hub. The facility was expected to occupy approximately 6.88 hectares and to be completed within a three-year timeframe. The facility would also support the training of helicopter pilots through connection with the existing Malaysian Flying Academy located in Melaka.
However, in late November 2025, the federal government — via a written parliamentary reply by Dr Zaliha Mustafa of the Prime Minister’s Department — categorically denied that the RM 16 billion leasing contract constitutes funding for the plant construction. She clarified that the agreement signed on 19 December 2024 with Weststar Aviation covers only helicopter lease, maintenance, insurance and training services spread over 15 years. No allocation was made for construction of an assembly facility.
This divergence between earlier public statements and recent clarifications reflects the complexity and sensitivity of defence-industrial and financing arrangements in Malaysia. The earlier portrayal of the project as a government-approved “investment” appears to have contributed to misunderstandings about ownership and funding. In contrast, the MoD — when questioned in the Dewan Rakyat (Malaysian Parliament) — reiterated that the assembly plant is not part of its mandate or budget and that the leasing contract was structured to avoid upfront capital expenditure.
The leasing scheme for 28 helicopters represents arguably the largest rotorcraft contract in Malaysia’s history, and is part of an effort to quickly modernise capability across multiple security and defence agencies. Under the lease agreement, Weststar is responsible for “power-by-the-hour” maintenance, spare parts logistics, asset insurance, training for some 1,300 pilots and flight crew, and ensuring an aircraft-availability minimum of 85%. The government has argued this model allows acquisition of modern assets while avoiding large lump-sum expenditures.
Yet critics, including former Deputy Defence Minister Ikmal Hisham Abdul Aziz, have raised questions over whether the leased AW149 helicopters can match the operational flexibility of previous platforms — particularly for under-slung loads, troop deployments, search and rescue or special-forces insertion. These doubts underline wider concerns about whether leasing rather than outright purchase undermines long-term readiness and sustainability.
From an Asia-Pacific defence-industry perspective, the situation in Melaka highlights several pertinent themes. First, the use of public-private partnership models and leasing contracts reflects a growing trend in regional militaries seeking to modernise their fleets without incurring heavy capital costs — especially relevant for mid-sized regional powers with limited defence budgets. Second, the establishment of a private-sector helicopter assembly and MRO facility could contribute to regional aerospace industrialisation and might attract aftermarket business from neighbouring countries, positioning Melaka as a niche aerospace hub in Southeast Asia. Third, the involvement of a major European OEM (Leonardo) and a regional aviation services operator (Weststar) illustrates how global aerospace supply chains and commercial business models are being leveraged to meet national security needs.
The clarification by Malaysia’s MoD serves to draw a sharper distinction between leasing-driven capability expansion and indigenous defence-industrial development. Whether the Melaka facility succeeds — both as a business and as part of the broader national aerospace ecosystem — remains to be seen. But it certainly casts light on evolving models of defence procurement and aerospace industry growth in the Asia-Pacific.
