The Philippine Coast Guard (PCG) has signed a maintenance support contract with French shipbuilder OCEA, reinforcing the operational readiness and sustainability of its fleet of French-built patrol vessels.
The agreement was formalised in a ceremony held on 11 April 2025 at the Ambassador’s Residence in North Forbes Park, Makati City. PCG Commandant Admiral Ronnie Gil L. Gavan and OCEA representative Monsieur Jacques Briand led the signing, marking a key development in the PCG’s efforts to strengthen maritime safety, security, and environmental protection.
Under the contract, OCEA will provide technical support, scheduled maintenance services, and a continuous supply of spare parts for the PCG’s offshore patrol vessel, BRP Gabriela Silang (OPV-8301), which was built by the French shipbuilder.
The one-year Integrated Logistics Support (ILS) package for BRP Gabriela Silang is valued at PHP 130 million, subject to adjustments as may be agreed upon. The contract also includes a separate PHP 50 million provision for a three-month ILS programme covering four 24-metre fast patrol boats, also built by OCEA, based on the PCG’s request for quotation.
This maintenance agreement follows OCEA’s earlier pledge to invest in a PHP 1.5 billion shipyard in the Philippines, made on 14 December 2022. The planned facility aims to generate 500 to 600 direct and indirect jobs and build vessels ranging from 15 to 120 metres in length, supporting maritime safety, transportation, and fisheries.
OCEA’s commitment to the Philippines was initially announced during the 9th Philippine-France Joint Economic Committee (JEC) meeting in July 2021 and formalised through a letter of intent sent to the Department of Trade and Industry (DTI), indicating plans to establish OCEA Shipbuilding Philippines Inc.
The PCG said the agreement aims to ensure the long-term performance, reliability, and seaworthiness of its vessels, which play a critical role in maritime law enforcement, search and rescue operations, and disaster response.
Also present at the signing were French Ambassador to the Philippines, His Excellency Laurent Saint-Martin, and Department of Transportation Secretary Vivencio Dizon, who served as official witnesses to the event.
