The strategic alignment between Doha and Tokyo reached a new milestone during the Third Strategic Dialogue on 13 January 2026. Chaired by Qatar’s Prime Minister and Minister of Foreign Affairs, Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, and Japanese Foreign Minister Toshimitsu Motegi, the talks focused on safeguarding the maritime energy arteries that link the Arabian Gulf to the Indo-Pacific.
Securing the Indo-Pacific Energy Corridor
Central to the discussions was a joint commitment to freedom of navigation and the protection of global energy supply routes. As Japan relies on the Middle East for approximately 95 per cent of its crude oil, the stability of the Strait of Hormuz and the broader Indo-Pacific maritime domain is a critical national security priority. Both nations pledged to deepen bilateral cooperation to counter emerging maritime threats, ensuring the unhindered flow of liquefied natural gas (LNG) and petroleum.
Strategic Defence and Regional Stability
Reports from the Qatar News Agency, Gulf Times, and the Japanese Ministry of Foreign Affairs highlight that this dialogue builds upon the comprehensive Strategic Partnership established in 2023. Beyond energy, the ministers welcomed the steady progress in defence exchanges. This includes the 2024 port call by a Japan Maritime Self-Defense Force (JMSDF) vessel to Qatar, the first in 12 years, and the inaugural visit to Doha by the Chief of the Joint Staff.
With Japan projected to increase its defence budget to 2 per cent of GDP by 2027, reaching approximately US$55 billion annually, Tokyo is increasingly looking to partners like Qatar to bolster regional deterrence. The dialogue also touched on humanitarian coordination and technological innovation, framing the Qatar-Japan relationship as a cornerstone of stability for the Asia-Pacific and Middle East security architectures.
