In a move that highlights the increasingly global nature of defence supply chains, a United Kingdom-based subsidiary of Raytheon has been selected to provide critical ground infrastructure for Taiwan’s incoming fleet of MQ-9B SeaGuardian drones. The US Department of Defense has awarded Goodrich Corporation, a Raytheon entity, a delivery order with a ceiling of US$23.4 million to manufacture and support processing exploitation data (PED) stations. These systems are vital for analysing the vast amounts of intelligence gathered by the long-endurance unmanned aerial vehicles (UAVs).
The contract underscores the strategic importance of the Asia-Pacific region as nations race to modernise their intelligence, surveillance, and reconnaissance (ISR) capabilities. The deal covers the procurement of unclassified PED Ground Stations, alongside exploitation software, technical manuals, and the provision of field service representatives. Crucially, the work will be carried out at the company’s facility in Malvern, United Kingdom, a site known for its expertise in intelligence and security solutions. This trans-Atlantic arrangement integrates British industrial expertise into a high-profile US Foreign Military Sale (FMS) to Taipei, with work expected to conclude by 31 January 2028.
According to the official contract announcement released by the US Department of Defense on 4 December 2025, the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base in Ohio serves as the contracting activity. The award is a sole-source acquisition, reflecting the specialised nature of the technology required to interface with General Atomics’ MQ-9B platform. At the time of the award, US$8.3 million in FMS funds were obligated, kickstarting a programme that will significantly enhance Taiwan’s ability to process real-time data from its new unmanned assets.
The procurement of these PED stations is a critical component of Taiwan’s broader effort to counter increasing grey-zone pressure from the People’s Republic of China. Taipei ordered four MQ-9B drones—often referred to in their maritime configuration as SeaGuardians—from General Atomics Aeronautical Systems in a deal approved by the US State Department in 2020. These aircraft are designed to provide persistent maritime domain awareness, capable of flying for over 30 hours to monitor key chokepoints such as the Taiwan Strait and the Bashi Channel.
Without robust processing and exploitation stations, the raw data collected by the MQ-9B’s sophisticated sensors—including its multi-mode maritime radar and electro-optical/infrared cameras—would be of limited tactical value. The stations being built in Malvern will likely serve as the intelligence hub where raw feeds are converted into actionable targeting data and situational reports. This capability is essential for an island nation facing the challenge of monitoring constant naval and aerial sorties by the People’s Liberation Army (PLA) around its periphery.
The involvement of a UK-based facility in a sensitive US-Taiwan arms deal is likely to draw attention in geopolitical circles. While the United Kingdom does not formally recognise Taiwan, it maintains robust unofficial ties and has increasingly tilted its strategic focus towards the Indo-Pacific. By executing this contract in Malvern, the programme leverages the deep integration between the US and UK defence industries to support a key partner in East Asia.
The delivery timeline for these stations aligns with the expected operational capability of Taiwan’s MQ-9B fleet. Reports indicate that the first pair of drones is scheduled for delivery in 2026, with the full squadron operational by 2027. The ground stations will ensure that once the airframes arrive, the Republic of China Air Force possesses the backend infrastructure necessary to integrate the platform immediately into their joint battle management systems. As tensions in the region remain elevated, such investments in asymmetric surveillance capabilities are viewed by defence analysts as a prudent step towards maintaining a credible deterrent.
