The global race for equatorial launch supremacy has intensified as Russian state-owned launch service provider Glavkosmos enters formal discussions to develop a dedicated spaceport in the Malaysian state of Sabah. The proposal, which positions the northern tip of Borneo as a premier gateway for orbital missions, marks a significant pivot for the Russian aerospace sector as it seeks to diversify its international launch infrastructure and strengthen its presence within the Asia-Pacific corridor.
The strategic overture was formalised on 31 January 2026, during a high-level meeting between a Glavkosmos delegation, led by Deputy Director-General Vitaly Safonov, and Qhazanah Sabah Berhad, the investment arm of the Sabah state government. Technical assessments conducted by the Russian firm, a subsidiary of the state space corporation Roscosmos, have identified Sabah as the most geographically advantageous location in Southeast Asia for orbital launches. The region’s proximity to the equator allows for high angular velocity, potentially granting launch vehicles a 20 per cent performance margin over higher-latitude sites, which translates directly to lower fuel consumption and increased payload capacity.
According to reports from the Daily Express Malaysia and Free Malaysia Today, the proposed facility would cater to a variety of orbital requirements, including Low Earth Orbit (LEO) and Sun-Synchronous Orbits (SSO). Beyond the immediate technical benefits, the project is envisioned as a socio-economic catalyst for the region. Tan Sri Anifah Aman, Chairman of Qhazanah Sabah Berhad, noted that the development of such a high-technology hub could generate high-income employment for over 2,000 personnel, significantly bolstering the local skilled labour market.
The Russian interest in Sabah arrives at a time when Malaysia is aggressively pursuing its National Space Policy 2030, which aims to contribute over RM10 billion (US$2.37 billion) to the national GDP. While the federal government had previously shortlisted three potential sites—Pahang, Sarawak, and Sabah—the entry of Glavkosmos provides a formidable technical partner for the Sabah bid. The state has already been conducting its own preliminary groundwork; in June 2023, the Sabah government signed a Memorandum of Understanding with Sovereign Sengalang and the Ukraine-based Yuzhnoye State Design Office to assess the feasibility of the Sabah International Space Launch Industrial Centre.
Glavkosmos has highlighted that Sabah offers not only the necessary physics for efficient launches but also safety advantages. The state’s geography provides clear flight paths over open water, facilitating safe rocket stage drop zones that are essential for high-cadence commercial operations. This puts Malaysia in a competitive position against regional neighbours like Indonesia, which has long proposed its own equatorial spaceport in Biak, and Australia, which is rapidly expanding its commercial launch sites in the Northern Territory and South Australia.
The proposed spaceport is expected to be more than just a launch pad. The vision includes the creation of a "Space City" designed to house downstream aerospace-related companies, satellite assembly plants, and research facilities. If the project materialises, Malaysia would become the ninth country in the world to possess its own space launch facilities. Current estimates suggest that construction could begin as early as 2029, following the completion of comprehensive environmental and safety audits.
"The spaceport's development would provide high-paying income for more than 2,000 people," stated Tan Sri Anifah Aman during the presentation of a miniature Soyuz launch vehicle model. He emphasised that the state's strategic geography is a core asset that has remained under-utilised in the high-technology sector. Vitaly Safonov of Glavkosmos echoed this sentiment, indicating that the technical studies confirm Sabah's status as the most suitable location in the region for a commercial orbital gateway.
The collaboration signals a deepening of technological ties between Moscow and Kuala Lumpur. This aerospace initiative is complemented by broader bilateral moves, including the planned launch of direct flights between Russia and Malaysia in the first half of 2026. For the international aerospace industry, a Russian-backed spaceport in Malaysia represents a shift in the commercial launch landscape, offering a sovereign, equatorial alternative to the busy manifests of traditional Western and Chinese sites.
As the Malaysian Space Agency (MYSA) continues to evaluate full feasibility reports from various states, the Sabah-Glavkosmos partnership may provide the technical and financial momentum required to move from study to soil-breaking. With the global satellite market projected to grow exponentially through the end of the decade, the establishment of a "Borneo Gateway" could redefine the logistics of the Asia-Pacific space economy.
