In a demonstration of robust defence ties and tactical sophistication, Exercise Lightning Strike (XLS) 2025, the annual bilateral training event between the Singapore Army and the United States Army, was held in Singapore from 4 to 12 November 2025. The nine-day exercise brought together around 500 soldiers from Singapore’s 3rd Singapore Infantry Brigade (3 SIB), specifically its 2nd Battalion, Singapore Infantry Regiment (2 SIR), alongside the US Army’s 1st Battalion, 23rd Infantry Regiment (1-23 IN BN).
XLS 2025 centred on combined-arms urban operations, culminating in a joint battalion-level assault on a built-up objective in SAFTI City, Singapore’s premier urban training facility. Troops from both nations employed close-quarter battle (CQB) tactics and specialised urban-ops gear, supported by unmanned aerial systems to enhance situational awareness. Thanks to SAFTI City’s instrumentation, the exercise provided real-time feedback, which helped sharpen decision-making, tactical effectiveness and safety.
The Ministry of Defence of Singapore reported that the exercise underscored not just the tactical gains but also the strong professional and personal bonds forged between the two armies. According to the MoD, “this year’s Exercise Lightning Strike demonstrated our shared commitment to working as one team … its success … is also about the friendship and dedication shown by every Lion and Tomahawk on parade.”
First inaugurated in 1996 and held on a rotational basis between the US and Singapore, Exercise Lightning Strike has matured into a keystone of the bilateral army relationship. Over its history, the exercise has evolved in scale and technical complexity, serving as an annual platform for sharing tactics, techniques, and procedures, and for building interoperability.
From an Asia-Pacific perspective, XLS 2025 strengthens a broader network of US–Singapore defence cooperation that is fundamental to regional security. Singapore and the US already conduct other high-profile bilateral and multilateral exercises: for instance, Exercise Tiger Balm, the longest-running Singapore–US Army exercise, saw its 44th edition earlier in 2025 featuring urban warfare training, subject matter expert exchanges, and integration of unmanned systems.
The emphasis on urban operations in SAFTI City is also emblematic of a shifting training focus across the Indo-Pacific, where densely populated cities and complex terrain are increasingly central to defence planning. The use of real-time feedback instrumentation and drones in XLS 2025 reflects how both armies are adapting to modern conflict dynamics — blending live training with technological augmentation to stress-test command, control and tactics in contested environments.
The success of XLS 2025 reaffirms Singapore and the US’s mutual commitment to sustained bilateral defence engagement. At a time when great-power competition and strategic uncertainty are shaping the security architecture of the region, exercises such as Lightning Strike reinforce not only operational readiness but also enduring trust.
