South Korea’s indigenous fighter jet programme, the KF-21 Boramae, has reached a pivotal industrial milestone as Korea Aerospace Industries (KAI) prepares to deliver the first production units to the Republic of Korea Air Force (ROKAF) within the current year. This transition from prototype testing to full-rate serial production marks a definitive shift in the Asia-Pacific aerial combat landscape. The programme, which commenced final assembly of the first production aircraft in mid-2025, is now on track to meet the deployment schedule aimed at replacing the air force’s ageing fleet of F-4 and F-5 jets.
The 2026 defence budget recently approved by the National Assembly reflects this momentum, allocating approximately KRW 65.8 trillion (US$45.7 billion) to national security, a 7.5 per cent increase from the previous year. Within this fiscal framework, significant funding is earmarked for the "three-axis" deterrence system, including KRW 5.26 trillion (US$3.6 billion) dedicated to the "Kill Chain" strike capabilities where the KF-21 serves as a cornerstone. To ensure operational readiness, South Korean Defence Minister Shin Won-sik conducted a high-level aerial inspection on New Year's Day, flying aboard an E-737 Peace Eye airborne early warning and control aircraft to monitor security postures across the peninsula.
Reporting from the Korea JoongAng Daily, The Korea Times, and Maeil Business Newspaper indicates that the first batch of 40 Block I aircraft will begin deliveries in 2026, followed by a planned deployment of 80 Block II units by 2032. The KF-21 is designed as a 4.5-generation multi-role fighter, intended to bridge the gap between legacy fourth-generation platforms and fifth-generation stealth fighters like the F-35. Beyond its domestic role, the Boramae is being aggressively positioned for the export market, with KAI targeting a localization rate of 65 per cent for its components to ensure sovereign control over maintenance and future upgrades.
The rapid maturation of the KF-21 comes at a time of heightened regional tensions and a burgeoning arms race in the Indo-Pacific. By developing an indigenous platform, Seoul is not only enhancing its own deterrence against Northern threats but also establishing itself as a top-tier aerospace exporter. Industry analysts note that the KF-21 offers a competitive price point, projected between US$65 million and US$85 million per unit, making it an attractive alternative to Western platforms that often come with more stringent export restrictions. South Korea is already engaged in high-stakes negotiations with the United Arab Emirates for a potential US$15 billion partnership and is eyeing the Philippines as a primary regional customer.
A critical component of the programme’s long-term viability is the move towards total technological independence. The South Korean government has committed KRW 4.9 trillion (US$3.4 billion) to develop a homegrown turbofan engine by 2040, led by Hanwha Aerospace. This initiative aims to eventually replace the current GE F414 engines, providing the KF-21 with a fully indigenous propulsion system. Furthermore, research is already underway for the KF-21 Block III, which is expected to incorporate internal weapons bays and advanced radar-evading materials, effectively evolving the Boramae into a fifth-generation stealth platform.
As part of a broader shift toward "AI-based manned-unmanned teaming," the South Korean military is also expanding its investment in autonomous systems. The 2026 budget includes nearly KRW 33 billion (US$22.9 million) to train 500,000 "drone warriors," equipping conscripts with UAV operation skills. This strategy aligns with the KF-21's future operational doctrine, where the fighter is expected to serve as a command hub for swarms of loyal wingman drones. This integrated approach to modern warfare is designed to provide the ROKAF with a decisive edge in high-intensity conflict scenarios across the Asia-Pacific region.
