This milestone marks the first time in over half a century that the world’s two primary nuclear powers are not constrained by a legally binding arms control agreement. For the aerospace and defence sectors, the lapse signals a transition from a regulated era of strategic stability to one defined by opaque modernisation programmes and heightened worst-case scenario planning. While both Washington and Moscow have signaled a tentative, informal willingness to adhere to core numerical limits in the short term, the absence of verification mechanisms creates a dangerous intelligence vacuum that is already beginning to reshape global procurement and deterrence strategies.
The demise of the treaty follows years of escalating tension. Although the agreement was extended for five years in 2021, the operational framework began to crumble in February 2023 when Russia suspended its participation, citing the geopolitical fallout from the conflict in Ukraine. The expiration now makes the loss of on-site inspections and telemetry data exchanges permanent. Without these tools, defence analysts warn that it is no longer possible to reliably assess warhead loading on individual delivery systems. This lack of transparency is expected to drive increased investment in satellite reconnaissance and AI-enabled early warning architectures as the industry seeks to compensate for the loss of treaty-mandated data.
According to reports from the United Nations, the International Campaign to Abolish Nuclear Weapons (ICAN), and the Ministry of Foreign Affairs of the Russian Federation, the international community views this moment with profound concern. UN Secretary-General António Guterres described the expiration as a grave moment for international peace, noting that the risk of nuclear use is now at its highest in decades. The lapse is particularly significant for the Asia-Pacific region, where the shift toward a tripolar nuclear order involving China is accelerating. Regional powers such as Australia and Japan are closely monitoring the situation, as the collapse of bilateral restraint between the US and Russia may force a recalibration of extended deterrence commitments and potentially trigger a wider arms race in the East.
Despite the legal expiration, a fragile "gentleman's agreement" appears to be holding. Reports indicate that the US and Russia have reached an informal understanding to continue observing the limit of 1,550 deployed strategic warheads for an additional six months while attempting to negotiate a successor. However, US President Donald Trump has indicated that any future "better agreement" must include China, a requirement that significantly complicates the path to a formal treaty. For the aerospace and defence industries, this environment likely translates to a sustained demand for strategic delivery vehicle upgrades and advanced missile defence systems, such as the proposed US$1 billion investment in enhanced regional interceptors, as nations hedge against a future of unconstrained nuclear competition.
The gravity of the situation is reflected in the statements of those tasked with managing the fallout. UN Secretary-General António Guterres warned that for the first time in more than half a century, we face a world without any binding limits on strategic nuclear arsenals. Meanwhile, US President Donald Trump remarked on the expiration by stating, if it expires, it expires; we will just do a better agreement, emphasizing his desire for a multilateral framework. From the Russian perspective, the Ministry of Foreign Affairs noted that the suspension was a compelled measure in response to hostile policies, yet the door for a one-year voluntary adherence to limits remains open to maintain a semblance of strategic equilibrium.
