Taiwan’s indigenous aerospace sector reached a significant milestone on 19 January 2026, as the Teng Yun II (Cloud Rider) unmanned aerial vehicle (UAV) successfully completed a rigorous long-endurance flight test. Developed by the National Chung-Shan Institute of Science and Technology (NCSIST), the medium-altitude long-endurance (MALE) platform remained airborne for over 20 hours, demonstrating the persistent surveillance capabilities required for complex maritime reconnaissance. The flight, conducted primarily over the waters of Taiwan’s eastern coastline, validates the platform’s readiness for integration into the Republic of China Air Force’s (ROCAF) broader intelligence, surveillance, and reconnaissance (ISR) architecture.
The successful 20-hour sortie marks a definitive recovery for the programme following a series of technical setbacks in recent years. The Teng Yun II is specifically designed to provide a "permanent eye in the sky," a capability that is increasingly vital as gray-zone activities and maritime tensions escalate across the Taiwan Strait and the South China Sea. Industry analysts suggest that the drone’s enhanced endurance allows for extended patrols in the Western Pacific and near the Miyako Islands, providing crucial early warning data. With a service ceiling of approximately 25,000 feet and a range exceeding 1,000 kilometres, the Teng Yun II serves as a local force multiplier, reducing the operational burden on manned assets while maintaining a persistent presence in contested maritime zones.
Reports from official sources, including the state-run Central News Agency (CNA) and the Taipei Times, indicate that the latest testing phase focused on the reliability of the drone’s Honeywell TPE331 turboprop engine and its upgraded satellite-guided flight control systems. Previous iterations of the Teng Yun encountered reliability issues, with a notable incident in February 2023 involving a mechanical failure during a runway test. However, the January 2026 trials have confirmed that the hardware and software optimisations implemented by NCSIST have met the Ministry of National Defense’s stringent criteria for combat readiness. This indigenous success is pivotal as Taiwan seeks to achieve greater self-sufficiency in its defence supply chain, particularly for high-endurance systems that mirror the capabilities of Western platforms like the MQ-9 Reaper.
The Teng Yun II is intended to operate in tandem with four American-made MQ-9B SeaGuardian UAVs, which are scheduled for delivery through 2026 and 2027 under a contract valued at approximately US$217 million. While the SeaGuardians will handle high-end strategic ISR tasks, the Teng Yun II is expected to fill the tactical gap, providing a cost-effective solution for round-the-clock monitoring of People’s Liberation Army Navy (PLAN) movements. By deploying a tiered drone fleet, Taiwan aims to create a comprehensive maritime awareness network that is resilient to electronic interference and capable of real-time signal relay. This "high-low" mix of indigenous and imported technology reflects a broader trend in the Asia-Pacific, where nations are rapidly modernising uncrewed fleets to counter maritime blockades and hybrid threats.
Under the current five-step development process, the Teng Yun II has now moved toward the final stages of combat readiness evaluation. The platform features a wider fuselage and larger air intake than its predecessor, accommodating a diverse array of optical sensors and electronic surveillance systems. Financial allocations for the programme have been substantial, with several billion New Taiwan Dollars—representing hundreds of millions in US dollars—invested since the 2019 defence budget to transition the prototype into mass production. As the ROCAF prepares for the eventual induction of the "Cloud Rider," the success of the January test provides a clear signal to the regional aerospace industry that Taiwan’s domestic UAV manufacturing is maturing into a capable pillar of the island’s asymmetric defence strategy.
