وقعت وزارة الدفاع ومجلس التوازن الاقتصادي “توازن” مذكرة تفاهم للتعاون في دعم وتنظيم أعمال لبرامج البحث والتطوير في المجالات الدفاعية والأمنية في دولة الإمارات.
حيث وقع هذه المذكرة الوزير “اللواء الركن طيار اسحاق صالح البلوشي” الوكيل المساعد للصناعات في وزارة الدفاع و “طارق عبد الرحيم الحوسني” الرئيس التنفيذي لمجلس توازن الاقتصادي.
اتفق الطرفان على إنشاء وتنظيم أنشطة البحث والتطوير في مختلف مجالات الدفاع المستهدفة، بما في ذلك التطبيقات ذات الاستخدام المزدوج. وذلك لضمان تطوير القدرات الدفاعية الوطنية التي تلبي المتطلبات التشغيلية للقوات المسلحة الإماراتية وتقييمها مقابل أهداف وغايات الدفاع والأمن لدولة الإمارات العربية المتحدة.
وعليه قال معالي محمد أحمد البواردي، وزير الدولة لشؤون الدفاع، إنه من خلال مذكرة التفاهم هذه، تعترف وزارة الدفاع رسميًا بالعلاقة الوثيقة القائمة بالفعل، حيث تختار مجلس توازن الاقتصادي باعتباره “الشريك الاستراتيجي” لجميع أنشطة البحث والتطوير المتعلقة بالدفاع والأمن.
كما قال “مطر سالم علي الظاهري”، وكيل وزارة الدفاع، إن وزارة الدفاع لديها علاقة راسخة مع “توازن” وهذه تعتبر خطوة إلى الأمام في تعزيز التعاون والشراكة بين الطرفين.
وأضاف أنه بموجب مذكرة التفاهم ستكون الوزارة مسؤولة عن جميع عمليات صنع السياسات الدفاعية فيما يتعلق بالبحث والتطوير، بينما تتمتع توازن بتفويض ومسؤولية لإدارة برامج البحث والتطوير الدفاعية في الإمارات العربية المتحدة.
ومن جهته قال “طارق عبد الرحيم الحوسني”، الرئيس التنفيذي لشركة توازن: “تعمل وزارة الدفاع وتوازن معًا لتحديد أدوار الكيانات في مجال البحث والتطوير وإدارة الملكية الفكرية . وبالتالي فقد قمنا بصياغة وتطوير استراتيجية البحث والتطوير لـقطاعي الدفاع والأمن مع التركيز على مناطق محددة مستهدفة في النظام البيئي “.
“استنادًا إلى تحليلنا للقدرات الموجودة في البلد، سيشمل البحث والتطوير مجموعة من المشاريع قصيرة وطويلة الأجل بدءًا من البحث الأساسي والتطبيقي وحتى النماذج الأولية وتطوير المنتجات لتحقيق أهدافنا الوطنية وتطويرها، واضاف ان المشاريع ستتماشى مع القطاعات ذات الاولوية في الدفاع والأمن “.
يمثل توقيع مذكرة التفاهم الخطوة الأساسية لإنشاء هيكل يعمل بموجبه الطرفان مع الشركات الحكومية والجامعات الأخرى لتنشيط وتسريع وتيرة البحث والتطوير، وبناء بيئة تدعم الابتكار والاكتشافات العلمية، وإنشاء شراكات بين مؤسسات البحث العلمي والأكاديمية والقطاع الخاص، والموازنة بين استخدام الموارد الوطنية والكيانات الدولية وضمان التوافق مع استراتيجية البحث والتطوير ومتطلبات المستخدم النهائي، وسيسعى المجلس لمواصلة العمل مع الجهات المعنية بإدارة مشاريع البحث والتطوير بهدف تقديم منتجات نهائية عالية الكفاءة تساهم في تعزيز القدرات الاستراتيجية للقوات المسلحة والجهات الأمنية في دولة الإمارات، مع تحقيق توازن في العمل بين استغلال الموارد الوطنية وبين التعاون مع المؤسسات العالمية وبما يضمن تواؤمها مع استراتيجية البحث والتطوير واحتياجات المستخدم النهائي.
