The board of Thai Airways International has formally moved to approve a significant investment of THB 13 billion (US$394.8 million) for the development of a state-of-the-art Maintenance, Repair, and Overhaul (MRO) facility at U-Tapao International Airport. This strategic initiative, situated in the Ban Chang district of Rayong, involves the construction of a smart hangar on a 33.6-hectare site. The project is a cornerstone of Thailand’s broader ambition to establish itself as a premier aerospace sustainment hub within the Asia-Pacific region, leveraging the infrastructure of the Eastern Economic Corridor (EEC).
Under the approved plan, the national carrier will enter into a 50-year lease agreement with the Eastern Economic Corridor Office. Construction of the facility is slated to commence in 2027, with a projected completion date in 2030. The timeline is intentionally aligned with the development of the second runway at U-Tapao Airport, ensuring that the heavy maintenance infrastructure is operational as the airport expands its capacity. The smart hangar is expected to be capable of servicing both wide-body and narrow-body aircraft, addressing a critical shortage of high-end maintenance capacity in Southeast Asia.
According to reports from Nation Thailand and Khaosod English on 19 January 2026, the project follows the resolution of recent boardroom legalities and a successful business rehabilitation process that saw the airline return to private entity status. The original sources indicate that the facility will not only serve the expanding Thai Airways fleet—projected to reach 150 aircraft by 2033—but will also offer third-party services to regional airlines that currently outsource heavy maintenance to hubs in Singapore or China.
The U-Tapao MRO hub is designed to be more than a traditional repair shop; it is being marketed as a digital-first smart facility. In early January 2026, Thai Airways selected global aerospace solutions providers Trax and Aerostrat to spearhead its digital MRO transformation. This partnership will integrate artificial intelligence-powered enterprise resource planning and advanced maintenance planning software. These tools are intended to optimise long-range forecasting and automate workflows, significantly reducing aircraft turnaround times and enhancing the competitive edge of the facility in the crowded Asia-Pacific market.
The investment structure highlights a shift towards flexible operational partnerships rather than traditional capital-intensive joint ventures. While a previous joint venture with Airbus was delayed during the pandemic, the current model sees Thai Airways acting as the primary developer. The airline has also allocated a portion of the site to Bangkok Airways for the development of a dedicated narrow-body maintenance hangar. This collaborative ecosystem is expected to generate annual revenues of approximately THB 4 billion to THB 5 billion (US$121.5 million to US$151.9 million) once fully operational.
The success of the MRO hub is deeply integrated with the multi-modal transport infrastructure of the Eastern Economic Corridor. In June 2025, the Asian Development Bank signed a US$68.74 million loan agreement to improve climate-resilient road connectivity to U-Tapao, supporting the transition to a low-carbon transport system. Despite some delays in the high-speed rail link connecting Bangkok’s two main airports with U-Tapao, the Thai government remains committed to the Aviation City concept. The MRO project stands as a vital industrial anchor for this vision, ensuring that Thailand’s aerospace sector moves beyond simple operations into high-value technical services and advanced aeronautical engineering.
