The Japanese government has accelerated its strategic shift towards becoming a proactive security provider in the Indo-Pacific, moving to more than double the funding for its flagship Official Security Assistance (OSA) framework. For the 2026 fiscal year, the cabinet has approved a record budget of ¥18.1 billion (US$116 million) for the programme, a significant jump from the ¥5 billion (US$32.1 million) allocated in the previous period. This fiscal expansion signals Tokyo’s intent to transition from providing small-scale equipment to financing comprehensive defence infrastructure and high-specification surveillance technology for its regional partners.
A cornerstone of this month’s activity was the signing of a pivotal logistics and aid package in Manila. On 15 January 2026, Japanese Foreign Minister Toshimitsu Motegi and Philippine Foreign Secretary Theresa Lazaro formalised an Acquisition and Cross-Servicing Agreement (ACSA). This pact allows for the seamless exchange of fuel, ammunition, and other supplies between the Japanese Self-Defense Forces and the Armed Forces of the Philippines. Parallel to this, Tokyo pledged 900 million yen (US$5.8 million) in OSA grants specifically for the construction of naval boathouses and slipways. These facilities will support rigid-hulled inflatable boats previously donated by Japan, directly enhancing Manila’s maritime domain awareness in the South China Sea.
Reports from the Ministry of Foreign Affairs of Japan, The Straits Times, and the Japan Times indicate that this budget hike is designed to accommodate a growing list of recipient nations. By March 2026, Japan expects to have roughly 12 partner countries under the OSA umbrella. While the Philippines, Malaysia, and Indonesia were among the first beneficiaries, Tokyo has now identified Vietnam, Cambodia, and Laos as priority candidates for upcoming tranches. The focus is shifting towards strategic frontline capabilities, including advanced long-range radar systems and reconnaissance drones, moving beyond the framework’s initial pilot phase.
The OSA framework, established in April 2023, represents a departure from Japan’s traditional Official Development Assistance (ODA), which is strictly limited to non-military, socio-economic projects. Under the 2022 National Security Strategy, the OSA allows Japan to provide grants for equipment and infrastructure directly to the militaries of like-minded countries. This has already seen results in previous years, such as the 3.1 billion yen (US$19.9 million) deal with Malaysia in October 2025 for a diving support vessel, and the transfer of coastal radar systems to the Philippines worth 600 million yen (US$3.8 million) that were delivered early this month.
For the international defence and aerospace industry, Japan’s expanding OSA creates a burgeoning market for Japanese-made maritime and surveillance hardware. The programme is increasingly viewed as a tool to bypass previous constitutional and normative restraints on military exports. By funding the development of dual-use infrastructure, such as seaports and airports in partner nations, Tokyo is not only bolstering local deterrence but also laying the groundwork for future interoperability. As the Philippines assumes a central role in regional security dialogues in 2026, these bilateral deals are being integrated into a broader Free and Open Indo-Pacific strategy, aimed at maintaining a rules-based order amid rising regional tensions.
