The landscape of maritime defence in Southeast Asia is undergoing a significant transformation as Turkiye’s Desan Shipyard formalises its first overseas investment in Malaysia. The Istanbul-based shipbuilder has entered into a joint venture to develop the Enrique of Malacca Shipyard, a modern facility situated within the Straits of Melaka Waterfront Economic Zone (SM-WEZ). With an estimated investment value of RM1.8 billion (US$443 million), the project represents a pivotal shift in Turkiye's "Asia Anew" initiative, moving beyond equipment sales toward deep-rooted industrial presence in the Indo-Pacific.
Construction of the new facility is scheduled to commence in the first quarter of 2026, with a targeted operational date in 2028. Spanning approximately 171 acres along the strategic Malacca coastline, the shipyard will focus on the construction, maintenance, and modernisation of both military and commercial vessels. The development is divided into two phases, with the initial phase covering 94 acres and the second phase extending across 77 acres. Engineering studies and soil surveys have already been finalised, paving the way for a facility that will provide direct access to the Strait of Malacca, one of the world's most critical maritime arteries.
According to reports from Malaysia’s national news agency Bernama and Turkish defence publications on 8 and 9 January 2026, the project is a collaborative effort between the Malacca state government’s lead agency, SM-WEZ Corporation, and local developer Henry The Black Shipyard Sdn Bhd. The partnership was officially cemented during a visit by Malacca Chief Minister Datuk Seri Ab Rauf Yusoh to Desan’s Istanbul facilities. These sources highlight that the venture is not merely a commercial agreement but a strategic vehicle for technology transfer and capacity building within the Malaysian maritime sector.
The expansion comes at a time of heightened naval procurement across the Asia-Pacific, driven by regional maritime disputes and a collective push for self-reliance in defence manufacturing. For Desan, this physical presence in Malaysia serves as a regional hub to service a growing list of clients in Southeast Asia. By establishing a local footprint, the Turkish firm bypasses the logistical hurdles of remote maintenance, offering regional navies and coast guards a more integrated lifecycle support system for Turkish-designed platforms.
The shipyard agreement coincides with a deepening bilateral defence relationship between Kuala Lumpur and Ankara. During a state visit to Turkiye on 7 January 2026, the Malaysian government confirmed the procurement of a second Multi-Purpose Mission Ship (MPMS) for the Malaysian Maritime Enforcement Agency. Valued at RM339.85 million (US$83.75 million), the contract for the MPMS-2 follows the ongoing construction of the first vessel by Desan. This sequence of orders underscores a high level of trust in Turkish naval architecture and electronic systems, which are increasingly seen as viable, high-tech alternatives to traditional Western or Russian platforms.
The establishment of the Enrique of Malacca Shipyard—named after the legendary 16th-century Malay navigator—is expected to create over 3,000 jobs, ranging from high-skilled engineering roles to specialized maritime trades. Beyond the economic impact, the facility provides Malaysia with a sovereign capability to modernise its ageing fleet in-situ. As tensions in the South China Sea persist, the ability to rapidly repair and refit naval assets within the Strait of Malacca provides a significant tactical advantage, reinforcing Malaysia's role as a key guardian of regional maritime security.
