U.S., Philippines Hail Military Pact

U.S. President Barack Obama and Philippine President Benigno Aquino III hailed a new chapter in their countries’ relationship Monday, April 28, saying that a defense agreement allowing a greater American military presence here would promote regional stability.

But as they trumpeted the 10-year-deal to permit U.S. troops access to the Asian country’s military bases for longer durations, both leaders were quick to say that the Enhanced Defense Cooperation Agreement was not intended to be a response to China.

“Our goal is not to counter China. Our goal is not to contain China,” Mr. Obama said. “Our goal is to make sure that international rules and norms are respected.”

The agreement was finalized Monday as Mr. Obama arrived in the Philippines, the fourth and final stop of a week-long Asia trip aimed at underscoring the U.S. “pivot” to Asia and enhancing its longest-standing military alliance in the region.

Philippine Defense Secretary Voltaire Gazmin and U.S. Ambassador Philip Goldberg signed the accord, which allows Manila to retain control of its bases, and grants the U.S. some existing bases on a rotational basis.

“I want to be very clear: The United States is not trying to reclaim old bases or build new bases,” Mr. Obama said. “We’ll work together to build the Philippines’ defense capabilities and to work with other nations to promote regional stability, such as in the South China Sea.”
