The U.S. State Department has approved a potential Foreign Military Sale (FMS) to the Government of the Philippines, valued at approximately $120 million. The Defense Security Cooperation Agency (DSCA) has formally notified Congress of this proposed sale.
The Philippine government has requested the acquisition of TH-73A training helicopters, along with associated equipment and services. While the exact quantity of helicopters has not been disclosed, the package includes aircraft simulators, spare engines, avionics systems, fuel tanks, hoists, shipping containers, and a range of support and test equipment. Additional elements of the sale include training resources, technical documentation, and U.S. government and contractor engineering and logistical support services, including in-country representation.
This sale aims to enhance the Philippines' ability to address current and future security challenges by providing a modern training platform for developing a skilled rotary-wing aviator corps. The U.S. government assesses that the Philippines can effectively integrate these capabilities into its armed forces without difficulty.
The proposed sale of the TH-73A helicopters is not expected to disrupt the regional military balance. Leonardo's AgustaWestland Philadelphia Corporation is the principal contractor for this transaction.
The implementation of this sale will necessitate the deployment of up to four U.S. government and contractor representatives to the Philippines for up to three years to facilitate helicopter introduction, familiarization, fielding, and training.
