In a significant development for Indo-Pacific defence dynamics, the US Defense Security Cooperation Agency (DSCA) has cleared a US$93 million (approx. ₹7.8 billion) Foreign Military Sale (FMS) to India. The package comprises 100 FGM-148 Javelin anti-tank missile systems and up to 216 M982A1 Excalibur GPS-guided artillery projectiles, marking a deepening of the US-India strategic defence relationship.
According to the DSCA notification, the Excalibur component is valued at US$47.1 million, while the Javelin systems and related equipment are estimated at US$45.7 million. The contract includes not only the munitions themselves but also a host of ancillary items: portable electronic fire-control systems with integration kits (iPIK), propellant charges, technical assistance from the US government, training, spare parts, repair-and-return services, and full life-cycle support.
The DSCA emphasised that the proposed sale serves US foreign policy and national security objectives by reinforcing India as a “major defence partner” and improving stability in South Asia and the wider Indo-Pacific. Importantly, the agency noted that the deal “will not alter the basic military balance in the region.”
This announcement follows reports that India is already working with the US on co-producing Javelin anti-tank missiles. The move could help New Delhi scale up its anti-armour capacity more sustainably, aligning with its broader infantry modernisation goals.
This acquisition is aligned with India's ongoing artillery modernisation under its Field Artillery Rationalisation Plan, which aims to upgrade the firepower and accuracy of its ground forces. Excalibur rounds are already in limited use with India’s M777 howitzers, giving its brigades a precision-guided “first-strike” capability.
The Javelin system, a third-generation man-portable anti-tank guided missile (ATGM), uses a fire-and-forget, top-attack profile, making it a formidable tool against armoured threats. By combining Javelins with precision Excalibur shells, India could significantly boost its ability to deter or counter conventional threats, especially along contested border regions and in high-altitude terrain.
From the US perspective, this deal underscores Washington’s deepening commitment to India as a cornerstone of its Indo-Pacific security architecture. By exporting such advanced systems, the US is not just responding to New Delhi’s immediate operational needs but also reinforcing long-term strategic interoperability.
For regional observers, this arms package represents more than just bilateral cooperation — it sends a signal across the Indo-Pacific. As India continues to modernise its military, acquisitions like Excalibur and Javelin strengthen its deterrence posture. This may concern neighbouring states or prompt recalibrations in military planning, particularly in a region marked by great power competition and territorial flashpoints.
Moreover, the potential co-production of Javelin systems in India could contribute to greater self-reliance (Aatmanirbharta) in defence manufacturing, a key pillar of India’s “Make in India” ethos. It could also enable future exports within the region, further integrating India into the regional defence-industrial ecosystem.
