The United States has given formal approval for a significant new Foreign Military Sale (FMS) package to the Kingdom of Saudi Arabia, valued at an estimated total of US$1 billion. The comprehensive deal is dedicated entirely to bolstering the operational readiness and professional capability of the Royal Saudi Land Forces Aviation Corps (RSLFAC), highlighting Washington’s sustained commitment to its key security partner in the Gulf region.
The package, split equally into two distinct sales of US$500 million each, addresses the critical challenges of long-term asset management and workforce competence—areas of increasing focus for modern militaries. Crucially, this commitment to high-end sustainment ensures that Saudi Arabia’s substantial fleet of US-manufactured helicopters, including the AH-64 Apache, CH-47F Chinook, and UH-60 Black Hawk variants, remains mission-capable and interoperable with allied forces. This ongoing logistical relationship is paramount as the Kingdom executes its Vision 2030 strategy, which aims to increase defence self-sufficiency while maintaining readiness.
The first component, approved as a Cooperative Logistics Supply Support Arrangement (CLSSA) Foreign Military Sales Order II Case, is estimated at US$500 million. It allows the Kingdom to streamline the requisition process for centrally managed spare and repair parts essential for its multi-platform rotary-wing fleet, which also includes the Schweizer 333 and Aerial Scout helicopters. The second potential sale, also valued at US$500 million, is a Blanket Order Training package. This provision ensures the RSLFAC receives initial through advanced rotary-wing flight and maintainer training from US Army instructors under the Training and Doctrine Command (TRADOC) for platforms like the Apache, Chinook, UH-72A Lakota, and Black Hawk. Both transactions were notified to the US Congress by the Defense Security Cooperation Agency (DSCA) on 1 December 2025.
These transactions are not merely commercial agreements; they represent a strategic continuity in the US-Saudi security relationship, which currently encompasses over US$129 billion in active FMS cases. The DSCA justified the sales by asserting they would improve regional security by enhancing the RSLFAC’s ability to operate effectively, support US interests, and integrate better with US-led coalitions across the Central Command (CENTCOM) area of responsibility.
While geographically focused on the Middle East, these substantial sustainment and training sales carry significant implications for the global defence industry and the Asia-Pacific strategic landscape. As the United States pivots its primary security focus and finite resources towards the Indo-Pacific—addressing competition from major state actors—reliable and highly capable regional partners in CENTCOM are indispensable.
Maintaining Saudi Arabia's advanced military readiness through routine maintenance and professional training lessens the probability of a security vacuum in the Gulf. This, in turn, frees up US assets that might otherwise be required for regional contingencies, enabling their reallocation towards the Pacific theatre. This model of robust Foreign Military Sales, focused on deep interoperability and long-term sustainment rather than solely on hardware acquisition, mirrors the security cooperation approach the US employs with key Asia-Pacific allies such as Australia, South Korea, and Japan. For defence and aerospace contractors, these FMS sales cement long-term support contracts and underscore the stability of US technology platforms across global hotspots. Furthermore, with Riyadh recently diversifying its procurement, including the acquisition of Chinese drones, Washington’s timely investment in the fundamental elements of RSLFAC readiness provides a crucial counterweight and reaffirms the value of the established US defence ecosystem to Gulf security.
