Israel Defence Ministry Launches Security Pilot for Gaza Border

The Israel Ministry of Defense, in collaboration with the Tehkumah Authority, the IDF, and the Hof Ashkelon Regional Council, has commenced a pilot programme aimed at enhancing security measures in communities near the Gaza border.

This initiative focuses on strengthening physical defences, improving the capabilities of local rapid-response teams, and incorporating advanced technological solutions. The pilot is currently being implemented in five frontline communities close to the Gaza border, with plans to expand to all key communities in the area. The programme, backed by a budget of NIS 715 million from the Tehkumah Authority, is a response to the events of October 7 and is intended to restore safety and confidence among residents returning to their homes.

Developed over recent months, the security plan includes the reinforcement of local rapid-response teams, upgrades to physical barriers such as fences and gates, and the deployment of modern technologies like drones, command centres, and a specialised civilian communication network. This network will enable direct communication between local rapid-response teams, regional councils, and IDF command centres.

The official launch of the pilot was marked by a simulation exercise on Monday, 12 August 2024, attended by senior officials including the Director General of the Israel Ministry of Defense, Maj. Gen. (Res.) Eyal Zamir, Maj. Gen. (Res.) Mickey Edelstein, Brig. Gen. Avi Rosenfeld, and representatives from the Tehkumah Authority, the Home Front Command, and the IDF.

Maj. Gen. (Res.) Eyal Zamir, Director General of the Ministry of Defense, stated, “Following the Defense Minister’s directive, we are implementing an operational concept with a strong civilian focus to restore security and trust among the residents. The rapid-response teams, which demonstrated exceptional bravery on October 7, are a cornerstone of this initiative. We are committed to continuing their training and providing them with the most advanced tools and resources.”

Yossi Shelley, Acting Head of the Tehkumah Authority, added, “The launch of this new security pilot is a significant step forward in ensuring peace and personal safety for the residents in the region. So far, the Tehkumah Authority has invested approximately NIS 715 million in defense systems and supplementary measures, and we remain dedicated to providing the highest level of security for these communities.”

Itamar Revivo, Head of the Hof Ashkelon Regional Council, remarked, “The new defense strategy, developed in response to the events of October 7, is a vital element of life for those living on the Gaza border. I want to thank the Director General of the Ministry of Defense and his team, including Maj. Gen. (Res.) Roni Numa, Maj. Gen. (Res.) Mickey Edelstein, and especially the members of the local rapid-response teams, for their invaluable contributions to this security initiative aimed at strengthening our residents and communities.”
