France’s Naval Group and Indonesian state-owned shipyard PT PAL signed a contract with the Indonesian Ministry of Defence in Jakarta on Thursday (Mar. 28). The agreement will see PT PAL, with assistance and supervision from the Naval Group, building two Scorpene Evolved diesel-electric attack submarines in Indonesia.
Also known as Scorpene Evolved Full Lithium-Ion battery (LiB) submarines, the construction process at PT PAL’s facility in East Java will involve technology transfers from Naval Group.
The decision follows a Defence Cooperation Agreement signed between France and Indonesia in August 2021, with Naval Group and PT PAL chosen under a Strategic Partnership Agreement signed in February 2022.

With Scorpene Evolved Full LiB, Indonesia has chosen a high-performant, sea-proven submarine that will strengthen the country’s maritime sovereignty and support the Indonesian Navy in achieving regional superiority at sea,” said Pierre Éric Pommellet, Chairman and CEO of Naval Group in an official press release on Tuesday (Apr. 2).
“In addition to the submarines, our strategic partnership with PT PAL will also support the Indonesian defence industry to actively prepare the future of naval warfare in the country. We are pleased to welcome the Indonesian Navy in the Scorpene family,” he added.
“This step is a high commitment and trust of the Indonesian government in the capability of local engineers to advancing defence technology, especially submarine technology,” said Dr. Kaharuddin Djenod, President Director of PT PAL. “The government’s commitment in realizing the independence of the defence industry is also supported by the provision of Government Capital (PMN) to fully support the whole local production of submarine(s) at PT PAL.”
“In the future, Indonesia is expected to be able to master submarine technology,” he concluded.
The Indonesian Scorpene Evolved submarines, designed for multipurpose functionality including anti-surface and anti-submarine warfare, will feature an advanced energy system based on full lithium-ion technology, ensuring enhanced security and operational efficiency.
With a surfaced displacement of around 2,000 tons, a length of 72 meters, and a crew of 31 personnel, the Scorpene Evolved submarine operates at speeds exceeding 20 knots underwater and can dive to depths of over 350 meters. It offers an operational duration of 80 days submerged and a maximum range of more than 8,000 nautical miles (14,800 km).
Armed with six 533 mm launch tubes, the Scorpene-class submarine carries 18 Black Shark torpedoes. It is also capable of firing Exocet SM-39 submarine-launched anti-ship missiles and A3SM MICA anti-aircraft missiles, as well as carrying 30 sea mines in place of the torpedoes.
To date, navies outside France have received and deployed 14 Scorpene-class submarines and derivatives, with Chile, Malaysia, India, and Brazil among the countries utilizing them.
