Japan, Philippines Sign Reciprocal Access Agreement (RAA)

Japan and the Philippines have formalised a defence pact through the Reciprocal Access Agreement (RAA), aimed at facilitating joint exercises and disaster relief operations between the two nations.

The agreement is intended to enhance the interoperability of the Japan Self-Defence Forces (JSDF) and the Armed Forces of the Philippines (AFP) by establishing a legal framework for the deployment of troops from both countries for joint training exercises.

The RAA was signed by Japanese Foreign Minister Yoko Kamikawa and Philippine Defence Secretary Gilberto Teodoro, with President Ferdinand Marcos Jr. of the Philippines in attendance. The signing ceremony took place in Manila on Monday, 8th July. The agreement will come into full effect once ratified by the Philippine Senate and the Japanese legislature, according to officials from both countries.

For the Philippines, the agreement it signed with Japan is comparable to the Visiting Forces Agreement (VFA) with the United States and the Status of Visiting Forces Agreement (SOVFA) with Australia.

For Japan, the RAA with the Philippines is its third such agreement, following similar accords with Australia in January 2022 and the United Kingdom in January 2023.
