The French Defence Procurement Agency (DGA) has awarded the third phase of the Naval Force IP Network (RIFAN 3) contract to a consortium led by Airbus Defence and Space, in partnership with Naval Group. The contract, valued at up to €480 million over a maximum of 10 years, covers system upgrades, deployment, and operational maintenance.
Development work on RIFAN 3 is scheduled between 2026 and 2030, with deployment on naval vessels planned from 2028 to 2032. More than 80 ships, including aircraft carriers, amphibious helicopter carriers, frigates, command and supply vessels, patrol vessels, minesweepers, submarines, and support ships, will be equipped with the upgraded network.
The new system aims to enhance inter-ship connectivity to support collaborative naval operations through high-speed, low-latency transmission technologies, particularly for front-line vessels. The network's resilience will be strengthened with rapid reconfiguration mechanisms, allowing adaptation to different tactical and operational scenarios. Cybersecurity enhancements will also be implemented to protect operational integrity.
“Airbus Defence and Space has been involved in the development and deployment of the network and communication systems of French Navy ships for almost 15 years,” said Eric Even, Head of Space Digital at Airbus Defence and Space. “With RIFAN 3, we are preparing for the next stage, that of collaborative naval combat, networked combat of all assets and platforms involved in naval operations.”
RIFAN 3 follows the RIFAN 2 system, which was deployed between 2012 and 2016 by Airbus Defence and Space and its partners. The existing system integrates communication resources such as Syracuse IV, Comcept, commercial satellite constellations, and radio communications, enabling secure data exchanges across various classification levels.
