Vietnam Moves to Build New Airports, Better Use Military Airports

With the domestic aviation industry in Vietnam recovering faster than any other country after the pandemic and continuing to develop at a swift pace, the government is now focused on speeding up investment in the aviation sector and increasing the number of airports.

Vietnam currently has 22 airports, including 10 international airports and 12 domestic ones. In addition to Van Don international airport, which is the first such facility that is built and operated by a private company, the remaining 20 airports have been upgraded and renovated from military airports.
The growth rate of Vietnam’s aviation industry before the pandemic was a very healthy 15.8% per year. According to the International Air Transport Association (IATA), Vietnam was No. 1 among the 25 countries that recorded the fastest recovery of their domestic aviation markets from the pandemic. Vietnam is the world’s fifth fastest-growing aviation market and is forecast to cater to 150 million passengers by 2035, it adds.

As per Civil Aviation Authority of Vietnam (CAAV) projections, the average annual growth rate during the current decade will be a healthy 7.5-8.5 percent for passenger traffic and 8.4-9.7 percent for freight traffic.

Vietnam’s airport system is substantially smaller than those in other countries in the region. While Vietnam has 22 airports, Thailand currently has 38 airports while Malaysia has 66 airports with 38 commercial airports. The Philippines has 70 airports and Indonesia has at least 683 airports, with 34 commercial airports.

With too few airports, Vietnam is facing overcrowding at existing ones, especially in peak seasons such as holidays and Tet. Adding to the pressure on the airport system is the target of an average growth of the tourism industry of 12-14% per year. This has spurred the government into action for the development of new airports in the country.

Deputy Prime Minister Le Van Thanh has directed relevant government agencies to implement solutions to speed up the progress of investment in civil aviation and the development of a number of airports and aerodromes in order to carry out the project “Master plan on development of the airport system to 2030, with a vision to 2050.” According to a Ministry of Transport (MoT) proposal to the government, Vietnam wants to spend VND 400 trillion (US$17.65 billion) to develop existing airports and build new ones nationwide until 2030.

Among the 14 international airports that will be developed are Van Don, Cat Bi, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho and Phu Quoc), and 14 domestic airports (Lai Chau, Dien Bien, Sa Pa, Na San, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau and Con Dao. By 2050, Vietnam expects to have 29 airports in total, including 14 international and 15 domestic ones.

In addition to directing local authorities to carry out investment research, economic and technical efficiency assessment and capital mobilization, Deputy Prime Minister Le Van Thanh and his assigned group directly survey and evaluate Thanh Son military airport (Ninh Thuan province) and Bien Hoa military airport (Dong Nai province) to plan and propose proposals to the government.

Converting the military airport into a civilian airport has the great benefit of not having to build a new airport; the cost savings in terms of the cost of the land and development of the facility is substantial. expensive in terms of both land and cost. This is also part of the military strategy in the field of aviation, including airport operations and research and manufacture of different kinds of aircraft, including unmanned aircraft.
