Singapore and Brazil Sign Memorandum of Intent on Advanced Air Mobility

The Civil Aviation Authority of Singapore (CAAS) and National Civil Aviation Agency – Brazil (ANAC) have signed a Memorandum of Intent (MOI) on Advanced Air Mobility.

The MOI, signed on Sept. 10, aims to strengthen collaboration on regulatory approaches, technical standards, and industry engagement. It was signed by Tan Kah Han, Chief Technology Officer and Senior Director (Unmanned Systems Group and Next Generation Programme Office) of the CAAS, and Roberto José Silveira Honorato, Head of the Airworthiness Department of ANAC, on the sidelines of the International Civil Aviation Organization’s (ICAO) first Advanced Air Mobility Symposium 2024 held in Montréal, Canada.

The two regulatory agencies will exchange expertise and information on certification, validation, and entry-into-service of e-VTOLs. They will collaborate on the development of technical standards to enable certification and safe operation of e-VTOL aircraft, including through participation in international technical groups. The entities will also engage relevant industry stakeholders on the development and safe operation of e-VTOLs.

“CAAS is pleased to conclude this MOI with ANAC,” said Han. “As e-VTOL technology changes rapidly, it is crucial for regulators to work together to keep pace. This collaboration will allow us to combine our expertise and resources to streamline regulatory approach and processes while maintaining the highest standards in aviation safety.”

“As new technologies such as e-VTOL continue to transform the aviation landscape, the ability to collaborate across borders becomes ever more vital,” said Honorato. “By working together, we are not only embracing the future of aviation but also reinforcing our shared commitment to maintaining the highest standards of safety and efficiency. I am confident that this partnership will strengthen our efforts and lead to meaningful advancements in the industry.”

In February this year, CAAS and ANAC signed a Memorandum of Understanding to promote civil aviation safety. This was followed by a signing of a Technical Arrangement for Airworthiness Certification (TA-AC) in June.
